Research On The Efficiency And Influence Factors Of Financial Support For Agriculture In China

In recent years,the implementation of the reform of agricultural supply side in our country has been carried out,which is mainly through the transformation of the agricultural production so as to enhance the economic promotion in rural areas.One of the key to fulfill the goal is to optimize the efficiency of financial support for agriculture,which furthermaximizes the efficiency in the process of economic increase in rural areas.Therefore,the research for the efficiency and the influence of financial support for agriculture plays a realistically important role in fulfilling the primary expectation of supporting agricultural policy,enhancing the efficiency of agriculture,the increase of peasants' income and the increase of the green area in rural places.The passage preliminarily sums up the research findings from domestic and abroad scholars,and analyzes the efficiency of financial support for agriculture and its necessity of influencing factor.Secondly,the passage carries out the brief analysis for financial support for agriculture.Furthermore,I take on the empirical research to the efficiency and influencing factors of the country's financial support for agriculture,which is based on main related theories and methods.In empirical analysis,I initially take the DEA-Malmquist index method to analyze the dynamic efficiency of financial support for agriculture in China from 2011-2015.The consequences shows:the average level of China's TFP of financial support for agriculture behaves negative in volatility growth.The trend is mainly caused by backward technology.Besides,the static efficiency of financial support for agriculture in 30 provinces,cities and economic regions of China from 2011 to 2015 was studied by the three-stage DEA model.The test shows that after removing the interference from external environment and stochastic factors,the overall financial support for agriculture in China hasn't been in the state of the efficiency.The main reason for the ineffectiveness of technical efficiency is that due to the low efficiency of scale,the technical efficiency of the vast majority of provinces and cities is in the diminishing scale and is greatly affected by environmental factors.Then,taking the technical efficiency value obtained from the empirical results of the first stage of DEA as the dependent variable and selecting the relevant influencing variables,Tobit regression analysis was conducted on the influencing factors of the financial supportive agriculture efficiency in China as a whole and in the eight major economic zones respectively.The empirical results show that the efficiency of financial support for agriculture in all economic zones are affected by the investment in fixed assets,the added value of the financial industry,GDP per capita,the intensity of financial support for agriculture,the income ratio of urban and rural residents,the total sown area of agricultural crops and the total power of agricultural machinery.Finally,the suggestions and countermeasures were concluded according to the analysis.Based on 30 provinces in China,this paper further divides them into eight economic regions,and studies the efficiency of financial support to agriculture and its influencing factors among provinces and regions in china.On one hand,this is the test of practice in the theory explaining the China and current situation of the financial support for agriculture development in the related research contents and methods;on the other hand,through the discussion of "12th Five-Year" during the period of validity of financial support for agriculture,the external factors affects the efficiency of financial support for agriculture and mining,for policy makers on how to make the local conditions to implement financial policies with China's current economic level to match the reference,which makes this article has more practical significance.
