Research On The PPP Mechanism Of Poverty Alleviation And Development In Impoverished Counties In China

With the progress of the times and the development of the economy,Our country will build a socialist harmonious society as the main content of the development of the new period,and to narrow the gap between urban and rural poverty has become one of the main tasks of the new era.Poverty alleviation and development has become a major task in the process of contemporary social construction.Public-Private Partnership refers to a mode of multi-party participation and full cooperation with social capital in order to enhance the efficiency and quality of the supply of public goods and public services.In recent years,our government attaches more and more importance to the Public-Private Partnership,and gives more and more policy support.In the construction and management of various large-scale projects in China,the application of Public-Private Partnership has gradually matured,and the relevant systems and technologies are constantly improving.Under the background of precise poverty alleviation and industrial poverty alleviation,how to introduce Public-Private Partnership into the work of poverty alleviation and development,how to use Public-Private Partnership to enhance the effectiveness of poverty alleviation,help poor households get out of poverty as soon as possible,and realize win-win situation a:mong government departments,social capital and poor households,has become a new way of Poverty Alleviation under the new situation.The theme of this paper is the research on the Public-Private Partnership mechanism of poverty alleviation and development in poor counties in China.The paper first introduces the research background and significance,and then summarizes the research status at home and abroad.This paper introduces the necessity and applicability of Public-Private Partnership mechanism for poverty alleviation and development based on social governance theory,project differentiation theory and stakeholder analysis theory,and also analyses the limitations of current scholars’research,which provides reference for enriching the theoretical research of Public-Private Partnership mechanism for poverty alleviation and development.Taking the tea industry poverty alleviation project in S County of Hunan Province as the object of case study,this paper firstly investigates the tea industry poverty alleviation project in S county,and understands the foundation and operation mode of the project.Then it analyses the benefits and characteristics of the project,points out the problems existing in the implementation of the Public-Private Partnership project on the basis of a comprehensive understanding,and analyses the causes of the problems,so as to provide substantive suggestions for the development of the project and provide reference value for standardizing the Public-Private Partnership mechanism of poverty alleviation and development in poor counties in China.
