Research On Food Security Evaluation And Policy Recommendations In Jilin Province

Food is not only the foundation of human survival and development,but also the cornerstone of social stability.For our country,it is related to the development of national economy and the overall situation of national self-reliance.Under the background of global climate change,the increasing intensity and frequency of natural disasters caused by extreme weather further enhance the vulnerability of agricultural production.The total grain output no longer increased continuously.At the same time,the number of grain export provinces and production-marketing balanced provinces has decreased sharply,corresponding to the increase in the number of grain main distribution areas.In this way,Jilin Province,as a major grain export province,has more and more heavy responsibilities in ensuring national food security.Therefore,it is of great significance to carry out the research on food security evaluation in Jilin Province.Firstly,on the basis of studying the relevant theories,the current situation of grain production,circulation and consumption in Jilin Province is studied.Then,taking the data of Jilin Province from 2002 to 2016 as the research object,the new food security evaluation index system is constructed by selecting evaluation indexes from many aspects,and the weight is determined by the method of entropy weight.Next,based on the extension theory,the matter-element model of entropy weight is established,and the development trend of food security in Jilin Province in recent 15 years is evaluated comprehensively.Then,according to the evaluation results,the paper makes in-depth analysis from the two levels of single index and comprehensive index,and draws preliminary conclusions.Then,according to the grain production data of the main commodity grain producing counties in Jilin Province,the core areas of grain production are divided,and the focus of corresponding policies to ensure food security is further clarified.Finally,based on the regional characteristics of Jilin Province,policy recommendations are put forward to ensure food security and promote regional sustainable development.The main conclusions of this paper include:(1)Food security in Jilin Province can be roughly divided into three stages in the past 15 years.Stage 1,2002-2005,the vel of food security is between"safe" and "basically safe";Stage 2,2006-2009,"unsafe";Stage 3,2010-2016,"safe";(2)These core areas of grain production include Qianguoer County,Yushu City,Nong'an County,Fuyu City,Gongzhuling City and Changling County,and these cities and counties are mainly distributed in the west-central of Jilin Province,basically around Changchun city.There are 2 new points in this paper:(1)For the first time,"the amount of nitrogen fertilizer applied" and "the contribution degree of food security" are used to measure the level of food security should be included in the evaluation index system;(2)Based on the analysis of the characteristics of grain production changes in Jilin commodity grain base counties,the core areas of grain production in Jilin Province are determined by quantitative standards for the first time.It provides a reference for the division of national grain production functional areas and important agricultural product production protection areas.
