Research On The Development Of Tianjin Foreign Trade Comprehensive Service Enterprises

In recent years,the foreign trade comprehensive service and cross-border e-commerce and market procurement together constitute a new model of China's foreign trade economic development.Integrated service enterprises of foreign trade platform based on network information technology,foreign trade service integration into a complete supply chain,for the small and medium-sized enterprises to provide customs clearance,the funds financing,tax rebates,online,logistics and a series of professional,efficient service well solves the small and medium-sized foreign trade enterprises and the traditional foreign trade service supplier information asymmetry problem between,greatly improve the ratio of foreign trade import and export services.Therefore,this new foreign trade service model has been the national and local governments at all levels of attention.Tianjin attaches great importance to the development of cross-border e-commerce and foreign trade comprehensive service industry,and lists this industry as an important driving force for implementing the national One Belt And One Road and Beijing-Tianjin-Hebei coordinated development strategy.Tianjin's comprehensive foreign trade service enterprises provide domestic small and medium-sized production enterprises with logistics,customs clearance,credit protection,financing,foreign exchange collection,tax refund and other services,becoming an important force to promote the development of Tianjin's import and export trade and cross-border e-commerce.However,the foreign trade comprehensive service enterprises in Tianjin are all founded in the past three years,with short development time and lack of relevant experience in the industry.Therefore,there are still some problems in export tax rebate,credit and credit investigation,business development in other ports and professional talents.In the aspect of export tax rebate,there are some problems such as unclear division of the main body of responsibility,difficulties in the implementation of the new tax rebate policy and the heavy burden of tax rebate issuing letters.In terms of supporting policies,Tianjin's export subsidy policies for foreign trade comprehensive service enterprises after 2018 are still not clear.In terms of business development,it is difficult for Tianjin foreign trade comprehensive service enterprises to expand their overseas business due to the exclusion from other places and the failure of Tianjin government to take targeted measures.Since Tianjin requires foreign trade comprehensive service enterprises to pay for the cost of two-way investigation of domestic and foreign customers by credit insurance and there is no subsidy,which increases the burden on enterprises;In addition,there is a shortage of foreign trade comprehensive service professionals and other problems.Through literature research,this paper explains the concept,causes and development of China's foreign trade comprehensive service enterprises.Then it describes the development status of Tianjin foreign trade comprehensive service enterprises and summarizes the preferential policies for the development of this industry in Tianjin.At the same time in the industry in Tianjin is representative of free trade as an example,the development of foreign trade integrated service enterprises in Tianjin problems were analyzed,and finally conclude that we should draw lessons from the advanced experience of other leading cities,improve policies and measures in the superstructure,export tax rebates aspects to strengthen the supervision and management of production enterprises,clear responsibility the main body of export tax refund;Optimize the external development environment of enterprises,and promote cross-regional information communication and cooperation;Subsidies shall be given to credit investigation fees of foreign trade comprehensive service enterprises.Enterprises themselves should constantly expand business and innovate talent training mode.This paper makes full use of the case study method,so that the research content can be more targeted and reference value,and expects to make contributions to improving and promoting the theoretical research and practical development of Tianjin foreign trade comprehensive service industry.
