Research On Predicament And Strategy Of Accurate Poverty Alleviation In Township In Henan Province

Accurate poverty alleviation is an important strategic deployment of the Chinese government's systematic poverty alleviation work in the new era.It is the fundamental way to build a well-off society in an all-round way by 2020.It is a grand people's livelihood project expected by the public.It is also a battle to lift 70 million poor people out of poverty and become rich.As a top-level design concept,it inherits,enriches and creatively develops the theory of socialist common prosperity,which is not only reflected in the key link of the current precise poverty alleviation work in rural areas,but also continues to advance in a solid and down-to-earth way.By consulting and sorting out the literature of poverty alleviation at home and abroad,this paper summarizes the research status of poverty alleviation and precise poverty alleviation at home and abroad,and elaborates and defines the related theories and concepts of poverty,poverty alleviation and precise poverty alleviation.According to the current poverty situation in Henan Province and the "precise poverty alleviation" strategy implemented by the state,the practical significance of precise poverty alleviation is put forward.Through the study of a sample of towns and townships,this paper explores how the township government can exert its functions,mobilize other social forces,stimulate the endogenous development power of the poor,so as to get rid of poverty and achieve common prosperity in the region.This has certain theoretical and practical significance for the township government to better carry out the precise poverty alleviation work in the future.This paper takes D Town,Y County,Henan Province,as the research object,in the hinterland of the Central Plains as the research object.Through grasping the current situation of the town's economy,humanities and poverty-stricken population,and adopting the methods of case analysis,visiting investigation and statistical analysis,this paper identifies,assists,manages and assesses the precise poverty alleviation work of the town precisely.Based on the comprehensive collection and investigation of information data and many practical problems in the process of precise poverty alleviation,this paper analyses the causes of practical difficulties faced by township governments in precise poverty alleviation work,including information asymmetry,inappropriate selection of assistance projects,imperfect poverty alleviation management mechanism and imperfect performance appraisal mechanism,resulting in poverty alleviation work.Goal deviation and low efficiency of poverty alleviation.After analyzing the practical difficulties and causes of precise poverty alleviation of township governments,this paper puts forward the working strategies of smoothly promoting precise poverty alleviation of township governments from the aspects of perfecting the precise identification mechanism,perfecting the precise assistance mechanism,perfecting the precise management mechanism and perfecting the precise assessment mechanism.
