Looking back on the 40 years of reform and opening up,state-owned enterprises as an important part of the national economy,its development process has always been related to the development of the national economy,accompanied by a series of reforms and made great achievements.The new round of reform of the mixed ownership of state-owned enterprises has been mentioned to a new height with the convening of the Third Plenary Session of the 18th CPC Central Committee.The introduction of social capital in the d"mixed reform"of state-owned enterprises has become the focus of comprehensively deepening the reform of state-owned enterprises.New changes have also brought new opportunities and challenges to state-owned enterprises.The introduction of social capital plays a key role in invigorating state-owned enterprises.However,the company's governance structure is facing a new impact and management will also welcome personnel updates.It is an important test for how to determine excellent manager candidates and how to do professional job selection.This paper determines the quality of state-owned enterprise managers from the perspective of competency,and the methods of evaluation,in order to provide a reference value for the construction of professional managers.This paper consists of five parts.The first part is the introduction.Starting from the background of"mixed reform",it reviews the status quo,process and policies of the reform of state-owned enterprise ownership,and finds out that the management layer of state-owned enterprises is currently in the process of"mixed reform".The main content is the research background,research significance(theory and practical significance)of the topic,the research framework,main content,research ideas and methods,and research innovations.The second part is the theoretical basis and research review,reviewing the important research results such as principal-agent theory and human capital theory.Based on this,the theoretical basis of this paper is determined.The review of literature research at home and abroad,including the mix of state-owned enterprises,is reviewed.The study of ownership reform,the study of the selection and employment system of professional managers,and the study of competency model define the concept and connotation of the research content in this paper.The third part is the design and construction of the competency model of the professional managers of the "mixed and reformed" state-owned enterprises.It is mainly through the literature research and behavioral event interviews to collect the qualified quality elements of professional managers,and then gradually establish the occupation through questionnaires.The manager competes with the quality model,which is the basic framework for the four dimensions of professional managers' competence.In the model framework,the multi-dimensional analysis of competency quality is analyzed,and the internal components of the competency model are analyzed.Finally,the model is verified..The fourth part is based on the competency model of "mixed and reformed"state-owned enterprise professional manager selection system.According to the actual situation of state-owned enterprise reform,the tool of competency model is applied to the process of selecting and hiring professional managers.The construction of the professional manager selection system based on the model is mainly composed of the relevant influencing factors,the quality evaluation method based on the competency model,the selection and employment principle,the selection of the main body and the internal and external selection and selection models.The fifth part is the research conclusions and prospects,summarizes the overall research results,and based on the research results,publishes its own suggestions on the construction of the "mixed and reformed" state-owned enterprise professional managers,and reflects on the inadequacies of the research and future research.Through the empirical research on some "mixed and reformed" state-owned enterprise professional managers,this paper draws the following conclusions.The first empirically deduced and tested establishes the competency model of professional managers,which includes knowledge,skills,personal traits and abilities.22 competency factors in four dimensions of sexual orientation and performance behavior.Secondly,based on the competency model,the author selects the selection and recruitment system of "mixed and reformed" state-owned enterprise professional managers,systematically analyzes the internal and external factors of professional managers' selection and employment,and discusses the principle and evaluation of the competency model in selecting and hiring.Application in selection,selection,and method selection.Thirdly,according to different methods of competency assessment,the evaluation method of professional managers'four-dimensional competency is given.Fourth,the establishment of"mixed reform"state-owned enterprise professional managers internal selection and external recruitment two models,and proposed"mixed change"state-owned enterprises to change the current selection of employment status,increase market-based selection and employment recommendations.
