Sub-regional cooperation has been carried out in South Asia for a long time.Due to the unique geopolitics in South Asia and the slow progress of regional cooperation,as early as 1997,under the proposal of Bangladesh,Bangladesh,India,Nepal and Bhutan have formed into sub-regional cooperation in South Asia,which was the “South Asian Growth Quadrangle”(SAGQ)under the framework of the“South Asian Association for Regional Cooperation”(SAARC).However,due to various restrictions,SAGQ had not made great progress.After Modi's government came to power,India reactivated the South Asian sub-regional cooperation model by proposing and leading the “BBIN(Bangladesh,Bhutan,India and Nepal)Initiative”(BBIN)to ensure its hegemony,economic interests in South Asia,and success in the strategy competition with China.At present,BBIN focus on connectivity and water resources management among the four countries,especially cross-border connectivity between the four countries.Through the relevant theories of sub-regional cooperation and the practice of SAGQ,I summarized three key variables that affect the current sub-regional cooperation in South Asia: “the openness of border policy”,“the participation of actors” and “diversity and stable investment”,which are used to evaluate and analyze the current status and future development trends of BBIN.
