The report of the 19 th national congress of the communist party of China points out that from the 19 th national congress to the 20 th national congress of the communist party of China is a few years with symbolic significance in China's socialist development stage and a period for testing the achievements of the goal of building a moderately prosperous society in an all-round way.Engel's coefficient is of great significance for evaluating the living standard of Chinese residents and reflecting the construction process of well-off society. From 1978 to 2019,China's reform and opening up policy has been implemented for more than 40 years, and great changes have taken place in social and economic conditions.People's living standards have been improving year by year, and engel's coefficient has been gradually decreasing.A careful analysis of the definition of engel's law shows that the application of engel's law requires certain objective conditions. It means that under the assumption that other conditions remain unchanged, the share of food consumption expenditure in total consumption expenditure decreases with the increase of income. And the food itself has the property of non-status,in our country residents' income level polarized trend intensified, people tend to pay more attention to reveal their family economic conditions and social status the status of the goods, such as housing,in order to meet the demand for housing, people usually live frugally, pinch and scrape, even at the debt,it will affect a family the proportion of food expenditure in total consumption expenditure? At the same time,China is a vast country with significant differences in natural environment and cultural characteristics. Therefore, whether different residents' consumption habits and other objective factors of regional differences will also affect the calculation of engel's coefficient. If we ignore that, then our engel's coefficient is obviously distorted. This paper from the perspective of theory, the regional differences, price changes, the influence of income gap on the engel's coefficient is analyzed, and on this basis, respectively from the Angle of the horizontal comparison, combination of macro data empirical analysis of the impact of regional differences on the engel's coefficient is calculated, greatly improved the engel's coefficient of comparable space; From the Angle of time sequence, combining macro regional differences, from micro households, the contrast analysis of the income increase, rising house prices, the relationship between income inequality and engel's coefficient declining, through the analysis, this paper draw the following conclusions:(1)engel's law in our country is still applicable, elasticity is food outlay as income levels rise and fall.(2)there are many reasons for the change of engel's coefficient. The decline of engel's coefficient was not entirely caused by the increase of income, and the widening income gap also contributed to the decline of engel's coefficient.(3)in terms of spatial comparison, due to the differences in geographical environment in China, natural climate and human culture are different, and the living and eating habits of residents in different regions are also obviously different. The engel coefficient between regions often cannot accurately reflect the living standards of local residents. Therefore,in order to accurately reflect the living standards of residents in various regions and express the ideas contained in engel's law,it is necessary to revise engel's coefficient and eliminate the influence of regional effect on it.(4)rising housing prices have also "squeezed" the share of food in total consumption to some extent.Controlling variables such as family size and family assets also further influence the calculation of engel's coefficient by influencing food consumption expenditure.
