In the compilation of HDI,in terms of the measurement of living standards,as far as methodology is concerned, although the reasonable core of PQLI is absorbed and the per capita GDP is converted by PPP($),it is still subjective in determining the maximum and minimum values, which makes the size of HDI extremely vulnerable to the influence of maximum and minimum values.Using GDP per capita as a measure of living standards of various countries in HDI system is volatile, and GDP indicators are too macro to accurately reflect people's living standards. Therefore, this paper chooses Engel coefficient as an analysis to construct Engel index.Engel coefficient is a long-term and sustainable observation index. The change of its size reflects the improvement and decline of residents' living standards, which makes Engel coefficient have long-term stability in economic sense.Secondly, according to Maslow's demand theory,"food" belongs to the first level of demand.Even when the income level is low, food expenditure will inevitably occupy an important proportion of consumption expenditure. However, with the increase of income, people's pursuit of food component will not increase with the increase of income, but begin to pursue food quality and diversity. Therefore,Engel's coefficient reflects people's life more accurately. This paper sorted out the consumption expenditure and food, tobacco and alcohol expenditure of every province, town and countryside in 31 provinces(except Hong Kong,Macao and Taiwan)from 1990 to 2017,calculated the Engel coefficient of cities and towns, the Engel coefficient of countryside and the weighted Engel coefficient, selected 0.2 and 0.8 as minimum and maximum values, and standardized the Engel coefficient to calculate the Engel index of towns and countryside respectively.Number,Engel index. Then the Engel index is analyzed.Firstly, the changing trend of Engel index in time and its spatial distribution characteristics are analyzed. Then, the spatial development gap and convergence of Engel index are further analyzed. It is concluded that there is a gap in the spatial development level and a convergence in time of Engel index in provinces of China. In the fifth chapter,Engel index is used to analyze the consumption upgrading and degradation of Chinese residents.Firstly,we analyze the change of residents' consumption in the form of economic deceleration from the economic cycle of the United States and Japan, and then analyze the problem of consumption upgrading in China by combining the consumption rate of urban and rural residents, per capita consumption expenditure, health care, housing leverage ratio and other important consumption indicators;secondly,we analyze the consumption of urban and rural residents in the main eight categories of food consumption from the perspective of regional differences and income disparities.Fee structure changes. Finally,it provides some suggestions on stimulating consumption and stimulating domestic demand for China in the new economic growth.
