Research On The Division Of Major Function Zones In Shandong Province

The outline of the Eleventh Five-Year Plan goes like this: According to resources environmental carrying capacity, the existing development density and development potential, considering China's future population distribution, economic layout, land use and urbanization patterns, land space will be divided into four key function zones including optimized development zone, major development zone, restricted development zone and the prohibited development zone. On the basis of the division of major function zones, adjust and improve the regional policies and performance evaluation, standardize the order in the development of space and form a reasonable structure of space development. This is a great strategical adjustment and transformation of our economic and social development, and it is also an important and urgent task during the 11th Five-year plan period and in the near future. However the economic development of Shandong is facing the contradiction of high-speed growth and the limited natural resources and environmental capacity. Therefore it is a long-term, even pressing strategy of national economic development to divide major function zones in Shandong province.According to the regional development of Shandong province and refering to the basic thought of major function zones division expressed in the outline of the Eleventh Five, this paper focuses on establishing an index system composed of natural resources, society, economy and environment and so on. Moreover, taking the seventeen cities of Shandong province as basic division unit, define the major function zones of Shandong using the method of main ingredient analysis. The title of this paper is a great strategic act carrying out scientific developmental viewpoint in regional development and a new concept to accelerate harmonious development in regions. First, it shows human-oriented developmental concept. Second, the order of nature is valued in this developmental concept. Third, the development breaches the regionalism. Fourth, it shows a concept with long stratagem and changed the past concept of pursuing developmental effect in a short time. To strengthen the development of main function regions is propitious to heighten the carrying capacity of resource and environment of Shandong province, shorten the developmental gap in regions and advanced regional sustainable development.The result shows: the optimized regions in Shandong province include Jinan, Qingdao and Dongying; the emphasing regions are bigger, include Linyi, Zibo, Weifang, Tai'an, Weihai, Jining, Yantan, Rizhao and Heze, which are in the middle and east of Shandong province; the limitative regions are Zaozhuang, Laiwu, Liaocheng, Dezhou and Binzhou; the inhibitive exploiting regions are main national and provincial class preservation zone, set up legally, (inclued natural reserve areas, places of historical interest and scenic spots, World's Natural and Cultural Heritages, National Forest Park, National Geological Park ,National preservation of cultural relics units and National defence land).Through the partition of main function region, the"red lines"to carve up the optimized regions, the emphasing regions, the limitative regions and the inhibitive exploiting regions appears and put the economic center, urbansystem, industrial agglomeration zone, infrastructure and ecological protection zone into tangible function region, which has a significant innovative meaning to regional planning.At last the author proposes the countermeasures and suggestions for various major function zones in Shandong province.
