Study On The Establishing And Framing Of A System Of Fiscal Policy Concerning People's Livelihood In China

In China, it is a must of fact for us to establish and frame a system of fiscal policy concerning people's livelihood during the period of transition of economic system, which is an essential requisite in building harmonious society and embodies the locality and people's livelihood of China. As an improvement in history, establishing and framing such kind of system can bring about great effect in economy, society and politics. At present, proposing and building it is scientific, reasonable and suitable.Among theorist, there is not so much work on this topic. However, the government is increasing budget of people's livelihood year by year, which means our country is shifting to the financial system of people's livelihood from that of construction. It's urgent and necessary for the academics to provide theoretical research and explanation about the financial system of people's livelihood and the system of fiscal policy concerning people's livelihood. This paper attempts to try this job, expecting to work together with relevant professionals and academics to probe into it.The basic ideas in this text is as follows: in order to institute and frame a system of f fiscal policy, firstly to define the issues of people's livelihood, secondly to narrow the meaning of people's livelihood and pour it into the current system of fiscal policy, thirdly to design some instruments of fiscal policy, mechanisms of enforcement of policy, budget system of people's livelihood and accommodation of intergovernmental financial relations.In this paper, it contains the issues of people's livelihood and the definition of fiscal system of people's livelihood, proposing background of the system of fiscal policy of people's livelihood, and the significance, principle, approach and advice of establishing and framing of a system of fiscal policy. The whole body includes 4 parts: in the first part, it gives the basic conception of people's livelihood, which has narrowing meaning and extensive meaning, and clarifies the connotation and substance of livelihood-oriented finance from the perspective of narrowing meaning;in the second part, it tells something about the connotation of the system of fiscal policy concerning people's livelihood in ancient times and that in nowadays, and different propositions of current policy ideas; the third part focuses on the clarification of issues of the system of fiscal policy concerning people's livelihood, and show to us the meaning, principle, approach and the framework of building it; in the last part, we give the recommendation of relevant policy, purport to make sure the transition to the system of fiscal policy concerning people's livelihood from current system of financial policy.
