Research On The Current Situation, Problems And Countermeasures Of Fiscal And People's Livelihood In Shanxi Province

Ensuring and improving people's livelihood is an important function of the government.Since the reform and opening up,with the rapid development of China's economy,people's livelihood has received more and more attention.Since the 18 th CPC national congress,the party and the government have paid more attention to people's livelihood.In order to improve people's livelihood problem,fiscal spending to tilt in the people's livelihood,education,health care,social security,housing and the environment and energy saving spending increased year by year,every year and accounts for the total financial expenditure scale and as a percentage of gross domestic product is also increasing,optimize expenditure structure is increasing.Energy as a big province,Shanxi Province,for a long time,for our country has made a tremendous contribution to the development of social economy,fiscal expenditure is also adding to people's livelihood,but because of its unique geographical position and history background,coupled with the influence of the economic downturn in recent years,growing fiscal spending of the people's livelihood and people in need of a better life there is still a big gap between the,need careful study.Based on the actual situation of financial expenditure in Shanxi Province,based on the systematic analysis of the current situation of financial expenditure on people's livelihood in Shanxi Province,this paper conducts a countermeasure study on the existing problems.This paper in the introduction has been clear about the fiscal expenditure structure of the people's livelihood at the request of the new era,and the scholars in this field at home and abroad are summarized,on the basis of research results,the research perspectives and methods of this paper is determined.Second,defines the related concepts of fiscal expenditure of the people's livelihood,expounds on the related theory,from the public goods theory,market failure theory and the theory of the people's livelihood development from three aspects,to provide theoretical support for the research of fiscal spending of the people's livelihood problems.Again,collection of Shanxi Province from 2007 to 2016,10 years of financial data,the data is transverse and longitudinal comparative analysis,combining the actual situation of Shanxi Province,from the education,health care,social security,housing,and reveals the current situation of the development of five aspects of environmental protection and the deficiencies.Finally,in view of the existing problems,the paper puts forward corresponding Suggestions for improvement and specific countermeasures.We will reduce government administration costs and increase spending on people's livelihood.Increase investment in education and optimize the expenditure structure of education;We will increase investment in medical and health care,especially in rural areas,and promote balanced development of medical and health services.We will strengthen the social security system and expand its coverage.We will increase investment in environmental protection and restore green water and green mountains in shanxi.
