Suitability Evaluation And Partition Regulation Research Of Rural Settlements Consolidation Based On Households' Willingness

Rural settlement is an important component of Chinese rural land use,Its quantity and structure affects the urban and rural construction land structure adjustment and optimization.Rural settlements consolidation can optimize the urban and rural construction land layout,improve the rural residents production conditions and quality of life,improve the efficiency of rural construction land use,alleviate the contradiction between economic development and cultivated land protection.Suitability evaluation is the basis of rural settlements consolidation planning and partition regulation.Households are fundamental to the rural land use decision making units,as the "rational economic man" and "social"rational man",the change of their living environment depends on the comprehensive factor such as economy,society etc.Households' willingness influence the Rural Settlements Consolidation.As a result,suitability evaluation and partition regulation research of rural settlements consolidation based on household' willingness to provide the reference for the differentiation of rural settlements consolidation.This research through the study of regional rural settlements of different main body of the questionnaire survey,use econometric methods to identify the region the main influence factors of households' willingness.It select influence the suitability of social,economic and geographical factors from can expand the space,population economy,infrastructure conditions,location conditions of the rural residential areas in four aspects,to build the index system of suitability evaluation of rural settlements consolidation based on households' willingness.With administrative villages as evaluation unit,rural settlements consolidation in designated level of suitability,and considering the differences in administrative villages,rural settlements consolidation in determine the partition;Through comparing the difference between the different partitions,Rural settlements consolidation put forward different partitioning regulation from scheduling,control size,exit mechanism structure,centralized way choose four aspects,to promote the fine management of rural land for construction purposes.The conclusions are as follows:(1)The evaluation method of introducing households' willingness to rural settlements consolidation suitability evaluation index system is more scientific.As it not only considers the macro factors about society and economy,but also combines microscopic factors of households' willingness.(2)The expansible space can measure consolidation potential.Households' willingness,economic and population condition are key factors influencing suitability.Good infrastructure condition will reduce suitability level of rural settlements consolidation.(3)The differences between the suitability evaluation of rural settlements consolidation in different regions.Based on the results,it design the level of suitability:preferred consolidated area,focus on consolidated area,moderate consolidated area and optimizing adjustment area.(4)Policy formulation should consider characteristics for different regions,such as land use,social and economic level,households' willingness.Differentiated regulation policy including rural residential consolidation pattern,center village's construction and land use strategy must be structured.Priority consolidation area should take one-time moving strategy,moving sprinkling villages to city,town or central village.Key consolidation area should pay more attention to the village relocation and idle settlement reclamation.Moderate consolidation area should take the way of "rolling" renovation.Optimization adjustment area should gradually incorporate the rural settlements nearby into urban management system.This study will provide references for the key areas selection and differentiated policy establishment of rural settlements consolidation.
