In recent years,the development of China's agricultural insurance is gratifying,but the expansion of the scope of protection and the increase in premium income will not allow us to ignore the problem of low level of protection.In 2019,the “Central No.1 Document” clearly stated that “the solution of the issue of agriculture,rural areas and farmers should be the unimportant focus of the work of the whole party.” Agricultural insurance is a hot topic in the literature on improving anti-poverty performance.In the existing research,there is a lack of a systematic quantitative framework system between agricultural insurance security level and anti-poverty performance.What is the level of agricultural insurance protection that plays a role in anti-poverty performance? Can we build a relatively complete system to explore the impact of agricultural insurance coverage on anti-poverty performance? What are the reasons behind the analysis of the impact of the impact,and what can be suggested for the government to develop the next steps? Solving the above problems has theoretical and practical significance.There have been many literatures on agricultural insurance against poverty from financial subsidies.This paper chooses to analyze its impact on anti-poverty performance from the perspective of guarantee level,which is an innovation in the research perspective of this field.At the same time,compared with the existing literature,this study selects the latest authoritative results of the indicator design in the field of agricultural insurance protection level-the indicators designed in the “China Agricultural Insurance Guarantee Level Research Report”,and also includes the urbanrural income ratio and rural internal Gini.The coefficient makes up for the lack of both urban and rural gaps and rural internal income gaps in existing studies,which provides a new research perspective on model construction and indicator selection.After introducing the research background,significance,content and ideas,the article reviews the research status at home and abroad by literature review and investigation method,and defines relevant concepts by logical induction and deduction.Then based on the theory of agricultural risk management,the quasi-publicity of agricultural insurance and the anti-poverty theory of the double front,the paper analyzes three channels of the effect of agricultural insurance security level on anti-poverty performance: economic and financial channels,agricultural development channels and income gap channels.Then select indicators from the three aspects of security level,influencing factors and anti-poverty performance to build a model.Principal component analysis and regression analysis were used for the relevant cross-section data in 2016 to explain the effects of agricultural insurance security level,income gap and rural internal and external conditions on anti-poverty performance.The results of the study show that the level of agricultural insurance protection,rural internal conditions and external factors have a positive impact on improving anti-poverty performance,and only the influence of external factors is significant at the level of 1%.The increase of the Gini coefficient and the urban-rural income ratio in rural areas will reduce the consumption level of farmers,and the influence of the latter is significant at the level of 10%.In response to the problems reflected in the conclusions,the government policy formulation proposed to improve the level of agricultural insurance in poor areas,build a good rural financial operating environment,improve the accuracy of agricultural insurance poverty alleviation,and introduce detailed policies to protect the interests of farmers.
