Research On Anti-poverty Efficiency Of Agricultural Insurance In China

Agricultural insurance business has been sublimated into an important national agricultural policy,which plays an increasingly important role in agricultural development,rural economic development,farmers' welfare and even the national welfare policy system.In anti-poverty work,agricultural insurance has the effect of stabilizer and safety net.China is a vast country with differences in economic development and insurance awareness between different regions.Study Chinese provinces,autonomous regions and municipalities directly under the central government efficiency of agricultural insurance against poverty,for improving the efficiency of agriculture insurance against poverty,improve agricultural insurance anti-poverty mechanism has important theoretical value,but also to the country firmly win the battle for poverty alleviation,and strive to realize comprehensive poverty population out of poverty in 2020,such as the completion of a series of major national policy goals,has important practical significance.Based on welfare economics and relevant theories of government performance,this paper USES the three-stage DEA model to measure and evaluate the anti-poverty efficiency of agricultural insurance in 31 provinces and municipalities in China before and after eliminating external environment interference,which is an innovation of the research method on the anti-poverty efficiency of agricultural insurance.At the same time,compared with the existing literature,this paper mainly studies the anti-poverty efficiency of agricultural insurance subsidies.Based on the input-output theory,this paper studies the overall anti-poverty efficiency of agricultural insurance,which is also an innovation in the research perspective.To sum up,this paper starts with the research background and significance,gives a brief overview of the research content,framework,innovation and deficiencies of this paper,and makes a brief review of relevant studies on poverty and anti-poverty,agricultural insurance and anti-poverty at home and abroad.Then,by logical deduction and induction,the anti-poverty mechanism of agricultural insurance is theoretically analyzed from the perspectives of Marx's anti-poverty theory,welfare economy theory,income distribution theory and government performance theory.Then,according to the above theories,the input-output method is used to construct the corresponding input index and output index,and the three-stage DEA model combining data envelopment method and SFA is used to measure and analyze the anti-poverty efficiency of China's agricultural insurance.This paper will be agricultural insurance premium income and agriculturalinsurance depth as input index,the agricultural insurance,the per capita disposable income of the peasants and the incidence of poverty as output indicators,public investment in fixed assets and revenue as environment variables,the empirical analysis was carried out on the efficiency of the national agricultural insurance against poverty,especially in the second and third stage DEA models,eliminating the influence of loop variable factors,more objective results.Empirical research shows that the overall anti-poverty efficiency of agricultural insurance in China is good,but there are some differences in the anti-poverty efficiency of agricultural insurance in different regions.Moreover,the public financial input will have a positive effect on the anti-poverty efficiency,while the fixed-asset investment will have a negative effect on the anti-poverty efficiency.After eliminating the interference of external economic environment,the anti-poverty efficiency ratio of agricultural insurance increased by 2.4 percentage points before the adjustment,and the regional differences changed in different directions.The differences between the central and eastern and western regions narrowed,while the differences between the eastern and western regions widened.Not only from the two evaluations of the second u,but also from the evaluation of the agricultural efficiency of the big provinces in the central region is still relatively backward.This explained current agricultural insurance policy make should accomplish adjust measures to local conditions,be aimed at each district especially the actual situation of each agriculture big province,put forward corresponding management method.
