Anti-poverty Performance Of Agricultural Insurance Subsidy Policy In Anhui Province

Agricultural production is the foundation of national economy,and agricultural insurance plays an important role in dispersing and transferring risks in agricultural production and operation.Agricultural insurance subsidy policy provides insurance premium subsidy for participating farmers,arouses their enthusiasm to purchase agricultural insurance,and ensures their income and consumption level.Meanwhile,it drives the growth of agricultural economy and the makes the income distribution structure farmers' household more reasonable,which helps to realize the stable poverty alleviation of poor residents and promote the process of anti-poverty cause.China began to pilot agricultural insurance subsidies in batches in 2007,and Anhui was included in the second batch in 2008.The incidence of poverty in rural areas in Anhui province has been decreasing year by year since the establishment of the project in 2014.It is of great theoretical and realistic significance to evaluate the anti-poverty performance of the implementation of agricultural insurance subsidy policy in Anhui province.And then according to the results,the agricultural insurance subsidy policy could be optimized and improved.Eventually,act on the antipoverty cause in Anhui province.Based on the theory of poverty,income distribution theory,agricultural insurance welfare economics theory and performance evaluation of public policy theory,this paper explains the anti-poverty mechanism of agricultural insurance subsidy policy.On the basis of predecessors' research,this paper constructs an anti-poverty performance evaluation system from the rural poor foundation,the agricultural economic growth and income level of farmers,using principal component analysis(PCA)to estimate the Anhui province agricultural insurance subsidies policy of anti-poverty performance comprehensive score.This paper consists of five chapters.The first chapter is the introduction,which mainly sorts out the background of the topic selection and the research status of domestic and foreign scholars,and introduces the major research methods,as well as the possible innovation points and shortcomings.The second chapter is a brief introduction of the basic concept and relevant theoretical basis of anti-poverty performance of agricultural insurance subsidy policies,including anti-poverty theory,welfare economics theory,income distribution theory and public policy performance evaluation theory.On the basis of related theories in the second chapter,chapter three explains the anti-poverty action mechanism of agricultural insurance subsidy policy from the perspective of stabilizing income change,promoting economic growth and improving income distribution structure,and establishes the antipoverty performance evaluation system.In the fourth chapter,based on the evaluation system established in the third chapter,variable indexes are selected to make an empirical analysis on the anti-poverty performance of agricultural insurance subsidy policies in Anhui province.The last chapter makes a conclusion and gives policy suggestions based on the empirical results of chapter four.The empirical study shows that the anti-poverty performance score of agricultural insurance subsidy policy in Anhui province increased year by year from-1.414 in 2010 to 1.242 in 2017.That is to say,in general,the implementation of agricultural insurance subsidy policy helps to alleviate the problem of rural poverty.However,the score of rural poverty foundation in Anhui province has been shown a downward trend year by year,from 1.389 to-1.100,indicating that rural residents in Anhui province still face severe poverty problems.Therefore,in order to fundamentally solve the problem of rural poverty in Anhui province,more measures should be taken based on the existing works,such as improving the scope and proportion of agricultural insurance subsidies,expanding the scope of the pilot range of agricultural catastrophe insurance and guarantee,perfecting the system of disaster risk reserves,strengthening propaganda and education to enhance the awareness and enthusiasm of rural households.At the same time,in order to improve the service level of ruling for the people,the government's supervision and evaluation mechanism of agricultural insurance subsidies need to be further perfected.
