Empirical Research On Anti-poverty Effect Of Agricultural Insurance

party and the government.Insurance as an important branch of financial poverty alleviation for poverty alleviation,plays an important role in the crucial cause for poverty alleviation,catastrophe insurance,serious illness insurance,accident insurance,medical insurance have been widely used to participate in the process of poverty alleviation,agricultural insurance for poverty alleviation is a focus of attention of industry and social agricultural insurance with its own special features,not only in resolving risk,to eliminate poverty as a result of,because of sickness poor aspects play a function,in the protection of our country's food production,food security and avoid international protectionism,enhance the competitiveness of agriculture in our country,play an important role.In recent years,with the development of the insurance industry in China,the ability of insurance risk guarantee for social development,its positive role on the development of the society also gradually recognized,the role of the agricultural insurance poverty also reached a basic consensus in the industry,the government support,agricultural insurance pilot also everywhere in advancing poverty alleviation work,since 2007,after large-scale carry out policy-oriented agricultural insurance in our country,the agricultural insurance research literature also emerge for poverty alleviation.At present,as China's poverty reduction into the run-off crucial stage,about from poverty alleviation work and its pattern,topic,efficient and development dilemma and future related research more and more,the article also complied with the trend,and evaluate the efficiency of agricultural insurance against poverty and research,summarizes the anti-poverty experience and achievements of past,found insufficient,provide reference for the development of agricultural insurance.This paper first introduces the research background and significance of this paper,the innovation points and shortcomings of this paper;Then,relevant international and domestic literatures are reviewed,and some research methods,research ideas and conclusions are summarized to sort out relevant anti-poverty theories.After introduced the agricultural insurance in our country and the present situation of poverty in China,as well as our country insurance on poverty alleviation,anti-poverty practice,summarized our country always anti-poverty practice and the insufficiency,a brief introduction to the recent years our country insurance in anti-poverty practice,and a detailed analysis of the agricultural insurance effect of anti-poverty,build the theoretical basis of this article;At last,the paper selects the GMM model and three-stage DEA model and selects the panel data of 31 provinces,municipalities and autonomous regions from 2007 to 2017 to calculate and analyze the anti-poverty efficiency of agricultural insuranceThrough empirical research,it is found that the anti-poverty efficiency level of Agricultural insurance in China is generally good,and the anti-poverty efficiency in all regions of the country is improving year by year.However,the anti-poverty efficiency of agricultural insurance varies in different regions.After eliminating the external environment factor and the random disturbance,the agricultural insurance of anti-poverty have improved efficiency,technical efficiency,pure technical efficiency and scale efficiency value respectively 61.25%,72.35%,99%,83,from the first stage of 30.81%,24.46%and 6.71%respectively(the first phase of the efficiency value of 0.468,0.581,0.787),and to promote the efficiency of agricultural insurance technology mainly depends on the improvement of agricultural insurance pure technical efficiency,indicate that the development of agricultural insurance in China in recent years into effect is significant,The management level of agricultural insurance has been continuously improved,and the scale efficiency of agricultural insurance has also been continuously improved.China's agricultural insurance policy has received good results.From the perspective of region,the technical efficiency,pure technical efficiency and scale efficiency of the four regions,namely the eastern region,the central region,the western region and the three eastern provinces,all improved significantly compared with the first stage.In terms of technical efficiency:the east>the northeast>the middle>the west,in terms of pure technical efficiency:the northeast>the east>the middle>the west,in terms of scale efficiency:the middle>the west>the east>the northeast.The value of technical efficiency and pure technical efficiency in the eastern and northeastern regions is obviously higher than that in the central and western regions,and the scale efficiency is slightly lower than that in the central and western regions.On the whole,China's agricultural insurance anti-poverty effect is good.
