Research On Operation Management Evaluation Of Sky-net Project In Huoqiu

In recent years,with the rapid development of economy and urbanization,our society's floating population is increasing continuously.As a result,more and more unsteady factors are coming out,which not only brings great threats to people's life and property safety,but also brings big challenges to social public security management.At present,China's social security prevention and control system is being placed in the key transformation period,the gradual set-up Sky-net Project protects people's life and property safety,prevents and strikes illegal and criminal activities,and upholds the society's social order,which means keeping the Sky-net Project in efficient operation is very important.Basing on the evaluation theory of construction project operation and management,focusing on the research of the Sky-net Project's operation management and effect,correcting errors in time is very necessary,which provide reference for the Sky-net Project's efficient operation and sustainable development.This paper is based on the theory of project operation management and evaluation,using world's research results for reference,applying analytic hierarchy method into the research of Sky-net Project's operation management evaluation,which provides professional evidence for the Sky-net Project.Taking Huoqiu county as practical case,we evaluates the project by using analytic hierarchy evaluation,Delphi method,interviewing and investigating.We finally determine the system,offer the general process,analyze the achievements and defects of Huoqiu's Sky-net Project operation management.We also put forward some proposals for further operation management of Huoqiu's Sky-net Project according to practical situation.First,in view of lack of fund and insufficient resource utilization,we should seek for financial subsidy,reduce cost of operation management,integrate social resources and access equipment of bank,government,school and so on into the project.Second,in view of management staff confusion and lack of regulations,we should strengthen organization and management,make clear the person in charge of administrative district,establish normative and systematic rules and regulations..Real practice indicates that the Sky-net Project operation management evaluation based on analytic hierarchy method is scientific and efficient.It can provide reference for further different project or Sky-net Project in other districts.
