This article is an executive strategy study on the project management planning of a comprehensive utilization engineering about natural gas and associated gas in middle Asia countries. It briefly introduces the rich petroleum reservoirs in the area and the cooperation background among China-Kazakhstan Petroleum Company and these stans countries. It also analysises the investment envirements in each respective country.With the rapid development of chinese economics, the discovered oil and gas resources and undiscovered potential resource in China can no more meet the requirements of its national economics development and people livings. China and these stans-countries are near neighbors and have long traditional friendships. They experienced a common planning economics stage and follow similar technical standards from pre-soviet Union. This establishes a sound ground for energy cooperation among China with huge market and those stan-countries with rich energy resources. It is nowadays under study that one natural gas transmission pipeline with 45 billions cubic meters capability annually cross over nations from middle Asia to China. It is expected to put into operation in 2010.China-Kazakhstan Petroleum Company started the energy cooperation with Kazakhstan in middle Asia since 1997. During the initial stage, they focused on the oil development and the associated gas treatment was not emphasized enough due to high cost and limited market. However, China-Kazakhstan Petroleum Company always pay high attention to how to fully utilize the discovered gas resources. It started the feasibility study of the gas utilization engineering with capability of 6 billions cubic meters in three stages mainly for environment protection purpose in 2002. The first stage of the project of the date is under construction and expected into operation by the end of this year.It has summarized the experiences and lessons from the existing project which can provide active guidances for those following projects including projects in south Turgai basin in Kazakhstan and along right bank of Amok river in Turkmenistan.The article also carries out the reevaluation of the project under construction technically and economically. Its result shows that the second stage and the third stage of the project have great ability to improve economic profit of the whole project since most of the utilities of the project shall have been provided during the first stage. The downstream transmission pipeline shall improve the economic of the whole upstream treatment project. The upstream project shall provide basic guarantee to feed the downstreampipeline especially during its early stage. The whole gas project in middle Asia shall push forward the gas project in Russia to realize the multi-way supplying natural gas to China. . .
