Since 2013,when President Xi Jinping put forward the initiative to cooperate in building the new Silk Road Economic Belt and the maritime Silk Road in twenty-first Century,regional economic cooperation among the Shanghai cooperation organization members has been developing rapidly.By the Shanghai Cooperation Organization summit in 2018,the member states are strengthening regional economic cooperation and speeding up the construction of the Shanghai cooperation organization and the"one belt and one road"construction.Much consensus has been reached on cooperation and docking,and fruitful results have been achieved.Therefore,it is of great significance for the long-term development of China's international trade to study the deepening cooperation of the Shanghai Cooperation Organization in economic and trade.Firstly,this paper reviews the construction of trade facilitation assessment system and related research on the impact of trade facilitation on trade flows.On this basis,the concepts and connotations of trade facilitation and SCO countries are elaborated.At the same time,the relevant theories of trade facilitation are enumerated to seek theoretical support for the study of this article.Secondly,it analyses the current situation of China's export of industrial manufactured goods to the SCO countries and the trade facilitation of the SCO countries,and chooses the corresponding measurement indicators according to the characteristics of the export trade of industrial manufactured goods,constructs the evaluation system of the trade facilitation of the SCO member countries,and calculates seven major SCO member countries including China.The level of trade facilitation.The results show that at present,the overall level of trade facilitation in SCO member countries is still low,and there is also a big gap between countries.Thirdly,based on the results of the trade facilitation level of the SCO,a new research model is constructed on the basis of the trade gravity model to empirically analyze the impact of trade facilitation on China's export of manufactured industrial products to member countries.The empirical results show that the total population of the importing countries,the degree of economic openness of the importing countries and the level of trade facilitation have a positive effect on China's industrial manufactured goods exports,while the total economic volume of the importing countries and the geographical distance between the importing countries and China have a hindrance effect.The explanatory variable of the level of trade facilitation of the importing countries has the greatest impact on China's industrial manufactured goods exports.For every 1%increase,China's exports of manufactured goods to the member countries of the Shanghai Cooperation Organization will increase by 3.18%.Finally,through the analysis of the research conclusions,policy recommendations are put forward:first,further increase investment in trade facilitation,continue to improve the level of trade facilitation in China,especially infrastructure,customs environment,regulatory environment and business environment;second,promote in-depth cooperation among SCO member countries,and increase investment in national infrastructure of member countries.Third,to improve the quality of China's manufactured industrial products,trade facilitation in the final analysis plays a certain role in promoting trade.In order to truly improve the international competitiveness of export products,efforts should be made on the quality of products themselves.
