As China attaches great importance to environmental issues during the development process,environmental protection regulations are gradually perfected,and China has entered a stage of high-quality development.At the same time,the growth rate of industrial manufactured goods has fluctuated to varying degrees.In this context,research on the impact of the environment regulation on the competitiveness of industrial manufactured goods is of practical significance.This article first analyzes the theoretical basis of the impact of environmental regulations on the competitiveness of industrial manufactured products,including traditional theories and the Porter hypothesis.Secondly,the mechanism analysis of the impact of environmental regulations on the export competitiveness of industrial manufactured products,mainly including compliance cost mechanism and innovative compensation mechanism.Compliance cost mechanism refers to the implementation of environmental regulations,which will increase the production cost of the enterprise in the short term,resulting in a decline in the competitiveness of the enterprise;Innovative compensation mechanism means that the environmental regulations increases the production costs of enterprises,stimulates enterprises to innovate in the long run,adopts new production processes,develops new products,forms new technologies,and increases enterprise productivity.It can partially or fully make up for the increased production costs,and the company's international competitiveness improves.As for situation analysis,the state-level and regional-level analysis of the trade in industrial manufactured products and the analysis of the environmental conditions have been conducted.Then Descriptive statistics were made on the relationship between the two,and the statistical results showed a positive U-shape.For the empirical analysis,using panel data from 30 regions in China from 2004 to 2017,and using a multi-factor regression model.using the sum of the investment inindustrial waste water projects and the investment in industrial waste gas projects divided by industrial value added as environmental regulatory variables,and Include the quadratic term of environmental regulation in the equation;Use the proportion of industrial added value of each province to the total industrial added value as a weight,and multiply it by the export value of China's industrial manufactured goods,respectively.The industrial manufactured product export value of each region is used as the explanatory variable.The per capita GDP,physical capital,and labor capital are selected as other explanatory variables.It is concluded that there is a positive U-shaped relationship between environmental regulations and the competitiveness of China's industrial manufactured products,and it has passed the robustness test.Per capita GDP,physical capital,and labor capital are significantly positively correlated.It shows that the implementation of environmental regulations makes China's export competitiveness of industrial manufactured products decline first and then increase.The higher the level of economic development,the greater the competition for the export of manufactured goods.The greater the input of physical capital and labor capital,the stronger the competitiveness of industrial manufactured products exports,indicating that there are both labor-intensive products and capital-intensive products in industrial manufactured products exported by China.At the regional level,environmental regulations in the eastern region are significantly negatively correlated,material capital is not significant,and per capita regional GDP and labor capital are significantly positively correlated,indicating that industrial manufactured goods exported by the eastern region are mostly pollution-intensive products,and the implementation of environmental regulations,making its export competitiveness decline;most of the manufactured industrial products are labor-intensive products;environmental regulations in the central region and the export competitiveness of industrial manufactured products have a positive U-shaped relationship,per capita regional GDP,physical capital,labor capital are significantly positive,indicating thatthere are both labor-intensive products and capital-intensive products in industrial manufactured products exported from the central region;environmental regulations and the export competitiveness of industrial manufactured products in the western region have a positive U-shaped relationship.per capita regional GDP,and physical capital are significantly positively correlated,while labor capital is not significant,indicating that the products exported from the western region are mostly capital-intensive products.And most of the relationship between the environmental regulations and the export competitiveness of industrial products in the central and western regions of China and the country are on the left of the inflection point,indicating that most of the competitiveness of China's industrial product exports has not yet crossed the inflection point.In view of this,the following five countermeasures and suggestions are given:First,Chinese government should formulate a reasonable environmental regulatory policy,stimulate enterprises to innovate,and help enterprises realize the transformation of innovation achievements,so that Chinese companies produce and export clean products and realize the industrial Restructuring and upgrading to cross the inflection point as soon as possible;second,maintain traditional competitive advantages and develop environmental protection industries to achieve new international competitive advantages;third,improve environmental tax policies and develop clear tax classifications;fourth,strengthen environmental control of foreign export processing trade.Fifth,strengthen international cooperation and actively participate in the formulation of international environmental standards.This will improve China's export competitiveness of manufactured goods.
