The Study Of The Reform Of Rural Collective Property Rights System In Bengbu

Since the reform and opening-up policy,the economy of our country has been developing rapidly and the total rural collective assets of our country has been accumulating.The total rural collective assets of our country has became an important material base for rural economic development and farmers to achieve a well-off life.With the development of industrialization and urbanization,the structures of rural economy and society have been undergoing tremendous changes,however,many problems have been increasingly prominent meanwhile such as the unclear ownership of the rural collective property rights and responsibilities,the unstrictly protection's problem.Our country conducted many reforms for the rural economic development and the reforms of the rural collective economic system have been changing simultaneously,from the"household-contract responsibility system"in the early stages of reform and opening up,to the expanded township enterprises with the economic development,the joint stock cooperative system and shareholding system reform.In different historical period,the villages in our country have adopted different property right systems,to some extent those system are suitable and benefit for promoting the local economic development.Now a new round of rural collective property rights system reforms being carried out from central to the local governments.In November 2014,the ministry of agriculture,the China agriculture office and the state forestry bureau issued the reform pilot scheme to develop farmers share cooperation actively so that farmers can been given share power of collective assets.This policy formally opened the prelude of the rural collective property right system reform in China.Since 2016,the selected 25 villages(communities)have been carried out the reform of the rural collective assets share cooperative system successively,77221 villagers have became the members of the joint stock cooperative system of village collective economic organization and became a shareholder in the village collective assets 99.72 million yuan simultaneously.The property right relations of the pilot villages(communities)have been gradually clear,the sources that farmers could increase their income have been broad.Bengbu has being carried out the comprehensive rural collective property rights institution reforms since 2018.However,from the condition of Bengbu there have been some contradictions and confusion with the deepening of the reform,these contradictions and confusion will affect the process of the reform,we need to study deeply summarize the experiences of the reform results and analysis the problems and contradictions,so that we can promote the reform further.The main content of the thesis is divided into the following six chapters:The first chapter:introduction.This chapter briefly introduces the background of the thesis,elaborates the purpose and meaning of deepening Bengbu rural collective property rights system reform,sets forth the research tendency about the rural collective property rights system reform in the world,puts forward the research ideas and methods of this thesis thoroughly and presents the possible innovations and deficiencies.The second chapter introduces the theoretical basis about the concept of the rural collective property right system reform at large.The third chapter not only excavates the development history and the dynamics of the rural collective property rights system reform in Bengbu,but also analyses the present situation,the measures and achievements of the rural collective property rights system reform in Bengbu.The forth chapter analyses the present situation of the rural collective property rights system reform in Bengbu based on the third chapter,and puts forward the present problems and contradictions faced by the reform in Bengbu.The fifth chapter sets forth excellent approach about the rural collective property rights system reform at home and abroad and its enlightenment on rural collective property rights system reform in Bengbu.The innovation of this paper:most of the existing research focuses the rural collective property rights system reform from the government's macro level,lacking the main body behavior and mechanism from the micro analysis_This article studies the whole process of the rural collective property right system reform and achievements and the insufficiency during reform in Bengbu,,discusses the way that conducts the rural collective property rights system reform deeply in Bengbu by analyzing the reform of the pilot villages in Bengbu as a case study.This article have some shortcomings:the work experience of the author is relatively small so that this paper has certain one-sidedness and narrowness,at the same time the author only conducted the preliminary research other than the large-area field investigation in Bengbu so that the conclusion of this paper has the characteristics of regional and it can not fully reflect the problem that the reform faced,lacking the universality and comprehensiveness.
