A Study On The Impact Of Rural Labor Transfer On Farmers' Income Increase In Henan Province

The report of the 19 th CPC National Congress clearly pointed out that the strategy of rural revitalization should be implemented.Among them,promoting farmers' income is one of the important objectives of implementing this strategy.The transfer of rural labor force is an effective way to promote the income of the farmers.Henan Province,as a large province with abundant labor resources,although the transfer scale of rural labor force in Henan Province has been increasing in recent years,the income level of farmers is still lower than the national average level,and the income structure of farmers continues to be optimized.Therefore,based on the perspective of farmers' income structure,this paper studies the impact of rural labor transfer on farmers' income increase,it is helpful to explore the space of increasing farmers' income in the future through the channel or perspective of labor force transfer,and it is instructive to study how to narrow the gap between urban and rural areas and regions.Based on the theory of the transfer of labor force,this paper studies the influence of rural labor force transfer on the income of the farmers from the research object of Henan province.Firstly,on the current situation of labor force transfer and farmers' income in Henan Province.From the perspective of labor transfer,the scale of the rural labor force transfer in Henan Province is increasing,and the transfer rate shows a downward trend,the proportion of migrant workers in the province gradually exceeds the proportion of migrant workers outside the province,the education level of the rural migrant labor force is mainly junior high school education level,mainly engaged in the secondary and tertiary industries.At the same time,there are differences in the scale of rural labor transfer among eighteen cities and regions.From the perspective of the farmers' income,overall improvement of farmers' income level and optimization of farmer's income structure in Henan province in recent years,however,compared with the national average level,there is still a large gap.At the same time,there are great differences in the income level and income structure of farmers among different regions and cities.Secondly,it is pointed out theoretically that the effect of labor transfer on farmers' income is mainly due to wage income effect,agricultural scale effect,industrial structure adjustment effect and human capital promotion effect.Finally,based on the income structure perspective,the effect of rural labor transfer on the per-capita net income and the income of each sub-item is analyzed by using the panel fixed effect model.The results showed that the transfer of rural labor force in Henan province significantly promoted the increase of farmers' income.In terms of the income of each sub-item,the rural labor transfer has a significant positive effect on the income of the farmer's wage,and has a significant negative effect on the income of the household,and the effect on the property income and the metastatic income is not significant.At the same time,the role of the influence mechanism is checked by selecting the representative index,and the result shows that the labor productivity,the rural industrial structure and the human capital level of the rural labor force have a significant impact on the per-capita net income of the farmers and the income of each sub-item.Based on the above analysis,in order to further promote the transfer of rural labor force and to promote farmers' income,we should improve the quality of rural labor force,develop township enterprises rapidly and standardize the labor market;improve the rural land circulation system,strengthen rural fixed assets investment,promote agricultural industrialization management;increase financial support for agriculture and improve the rural social security system.
