Research On Improved Countermeasure Rural Logistics Distribution System In GuYuan Area

At present,with the integration between "Internet +" and various industries,Chinese e-commerce has also entered a rapid development.According to the related statistics,the volume of e-commerce transactions in China has exceeded 31.63 trillion in 2018.It is predicted that the volume of e-commerce transactions will still increase 35% per year in the future.Logistics is one of the foundations for e-commerce development.At the same time,the rapid growth of e-commerce transaction volume will bring a rapid growth of logistics business.After launching in 2014,the annually business volume of Chinese express industry has ranked the first in the world,which indicates that a broad development prospects of Chinese logistics industry in the future.At the same time,we should also be aware that the history of Chinese logistics industry is relatively short and there are still many problems,such as lagging infrastructure construction,weak integration of distribution forces and low accessibility of logistics products.These problems are serious obstacles and constraints to the development of China's e-commerce.Rural logistics distribution system construction project is one of the key points.Due to the vast rural area and dispersed population,rural logistics distribution has become a barrier which restrict the further development of e-commerce in rural areas.In order to promote e-commerce in rural areas and release demand for business,it is necessary to study the logistics distribution in rural areas.Therefore,based on the analysis of E-commerce in Guyuan,a comprehensive demonstration county in Hebei Province,combining the construction practice of rural logistics distribution system in domestic and overseas with the current situation of economic and social development in Guyuan,this paper seeks for the outstanding shortcomings of the rural logistics distribution system in Guyuan,and gives a series of suggestions based on the actual geographical environment and related policies.The improvement suggestions target at improving the rural logistics distribution system,building a set of high-efficiency and low-cost rural logistics distribution system which can improve the efficiency of rural logistics distribution and promote the development of agriculture and rural areas.This paper is based on the principle that ‘thinking of putting forward questions-analyzing problems-solving problems-summarizing prospect's.Based upon the rapid development of e-commerce in Guyuan,by using literature survey,comparative research,case study,field research,and using quantitative analysis and qualitative analysis to analyze the enormous demand of e-commerce for logistics distribution and the near-blank situation of rural logistics distribution in Guyuan.Based on the advanced experience of Japan,the United States,the European Union and Jingmen,Hubei Province,this paper puts forward some countermeasures and suggestions for improving the rural logistics distribution system in accordance with the actual situation of Guyuan County.The goal of this paper is to improve the rural logistics distribution system in Guyuan and puts forward some improvement measures,such as improving infrastructure,optimizing network layout,and strengthening information construction.In the process of improving infrastructure,I recommend to strengthening the transportation infrastructure construction and put forwards the necessary of building logistics industrial park and the management requirements of supporting tools such as warehousing and vehicles.In the process of optimizing the network,the specific requirements and contents of strengthening the network layout planning are put forward.Based on Delphi method,the selection from the experienced distributors and experts,Pingdingbao Town and Lianhuatan Township County are determined to be county-level rural logistics centers.Rural logistics integrated service stations are selected according to the concentration degree of distribution demand.The station will be located in the central position of the township,and village-level rural logistics service points are set up according to the daily habits of rural people and the difficulty of traveling.In strengthening the construction of network informationization,the specific requirements of strengthening standardization construction are put forward.The emphasis is integrating information platform of rural logistics.At the same time,the popularization and application of advanced and applicable intelligent logistics technologies,such as internet of things,cloud computing and navigation technology,should be strengthened.In order to make the logistics distribution industry bigger and stronger,measures such as cultivating and establishing enterprise alliances,are put forward to promote the development of rural logistics distribution.During the strengthening management services,from the government's point of view,this paper puts forward some policy measures,such as strengthening unified and coordinated management,improving relevant supporting policies,increasing financial support,exploring the establishment of statistical systems,deepening the "release of uniforms".All these measures are used to supporting and standardizing the development of rural logistics and distribution industry from the perspective of service enterprises and production.
