| Agriculture is the foundation of our national economy,a solid backing for the rapid development of the country,and the foundation of social peace and stability.Our party and government have always attached great importance to the development of agriculture.Over the years,the Central No.1 document has been the theme of agriculture,rural areas and farmers.On February 19,2019,the No.1 Document of the Central Committee was officially promulgated.An important spirit mentioned in the document is to highlight the advantages of the main grain producing areas,improve the compensation mechanism for the main grain producing areas,and improve the policy of awarding and subsidizing grain-producing counties.Consolidate the agricultural foundation,focus on ensuring the effective supply of agricultural products,and stabilize food production.This indicates that improving the compensation mechanism for the main grain producing areas and improving the agricultural support and protection system will be the main points of future government work.The main grain producing area is the main area for grain production and supply in a country or region.As one of the 13 major grain producing areas in China,Jilin Province is the key traditional grain producing area and the key grain production base in Northeast China.Jilin Province has played a pivotal role in promoting China’s agriculture and national economic development and safeguarding national food security,and has made tremendous contributions to the country’s grain production.According to the satisfaction survey of the interest compensation mechanism of the main grain-producing areas in the perspective of farmers in Jilin Province,it is possible to understand the benefits of the compensation projects that are really needed by farmers in Jilin Province and the existing benefits compensation policies,and reduce the benefits of compensation that are not obvious.The government further improved the construction of the compensation mechanism for the main grain producing areas.On the basis of collating and interpreting the research on the interest compensation of major grain producing areas at home and abroad,this paper uses the theory of public goods and externalities,industrial back-feeding theory and opportunity cost theory as the theoretical guidance to the policy mechanism of compensation for the main grainproducing areas in Jilin Province.The developmental changes have been elaborated.Through research,we understand the farmers’ awareness of the interest compensation policy mechanism from the aspects of economic effects,social effects and ecological effects,and make evaluations,combined with the implementation effect of the compensation policy for the main grain producing areas in Jilin Province in 2008-2018.The analysis of relevant data shows the status quo of Jilin Province’s interest compensation from a deeper level.On this basis,according to the relevant research results,the relevant indicators are selected from the internal and external factors of the farmers,and the multi-ordered logit regression is used to construct the influencing factors model of the satisfaction of farmers’ interest compensation in Jilin Province,and the factors affecting the satisfaction.After analysis,factors that have a significant positive and negative impact on satisfaction are obtained.According to the results of empirical analysis,it points out the problems existing in the compensation policy mechanism of the main grain producing areas in Jilin Province,and proposes targeted countermeasures based on this,including: targeted adjustment of interest compensation priorities and optimization of subsidy structure and land remediation The asymmetry of circulation and subsidy payment,the implementation of green agricultural interest compensation policy,and the improvement of the quality of farmers as the destination to improve the education system,which has certain reference significance for the establishment of long-term mechanism of interest compensation in the main grain producing areas of Jilin Province. |
