Study On The Willingness To Withdraw The Right To Use Farmers' Homestead And Its Influencing Factors In Dazu District

As the pace of urban and rural development accelerates,The number of rural populations moving to cities and towns is also gradually increasing,The utilization rate of rural residential land is gradually decreasing,the housing base is idle,and the“hollow village” is gradually increasing.In some areas,there is even a problem that one household occupies multiple homesteads and exceeds the standard.The existence of these problems has led to a lot of waste of land.Therefore,how to improve the intensive use level of rural land and reasonably guide farmers to withdraw from idle homesteads is an urgent problem we need to solve now.The Third Plenary Session of the 18 th CPC Central Committee proposed reforming and perfecting the system of rural housing sites in China and exploring new channels for improving farmers' property income.In 2015,the central government began to reform the homestead system in the country,which made the transfer of the right to use rural homesteads a hot topic in the whole society.According to the practical experience of some places,the exit of rural housing sites has certain effects on the above problems.However,it is difficult to withdraw from the homestead.If you want to implement it smoothly,you need to consider all aspects and analyze multiple aspects.Farmers' willingness can be an entry point for the implementation of this policy,because the relationship between the house site and the peasants is the closest,exploring the farmer's ideas about this policy and providing evidence and support for the improvement of the homestead system.Based on the land supply and demand equilibrium theory,property rights theory,Land development rights theory,and "push-pull" theory,this study summarizes the history of the development of the use rights of rural homesteads since the founding of the People's Republic of China,.Further study on the beneficial experience and shortcomings of the rural housing base right of use in the new urbanization environment.At the same time,combined with the field research data of Dazu District,this paperAnalysis of the status quo of pilot reform of the right to use the homestead,and based on the logistic regression model,empirically analyzes the factors affecting the willingness of farmers to use their homesteads,and draws relevant influencing factors.The basis for policy recommendations.The research conclusions are as follows:(1)This paper investigates the utilization of rural residential land in Dazu District,and obtains many problems such as the idleness of many residential sites in the rural areas,the unclear understanding of the farmers' reform of the residential land system,the low resettlement standards,and the violation of the implementation links.(2)On the basis of visiting a number of farmers,the author made a general understanding of the basic situation of the farmer's homestead and the family,sorted out the collected data,and built a logistic model on the basis of which factors were analyzed.After data analysis,the following factors affecting the exit of rural households are: age,proportion of non-agricultural income,purchase of endowment insurance,understanding of pilot policies,willingness to settle in cities,improvement of compensation standards,employment security,child enrollment security,and pension Guarantee.Among them,the influence of age is negative,and the rest of the variables are positive.(3)In terms of homestead system improvement and policy recommendations,this paper believes that it is necessary to Improve the propaganda and efficiency of policies,improve the current compensation standards,improve social security functions,establish a long-term mechanism for stable employment after the withdrawal of farmers' housing sites,improve the implementation of the supervision mechanism,and Do a good job in the registration of homesteads and other aspects.
