With the drive of "mass entrepreneurship and innovation",a new round upsurge of pioneering enterprises has been set up in China,and the industry of enterprise incubator has begun to receive more attention.Fuyu Industrial Concentration District Enterprise Incubator(FI Enterprise Incubator for short)was born in this boom.Especially during the 13 th Five-Year Plan,a series of favorable policies issued by the state and local governments focusing on talent incentives,technological innovation,the development of small and medium-sized enterprises and other aspects have brought a new opportunity to the industry of business incubator.FI Enterprise Incubator is a new type of county incubator.Great progress has been made since the incubator established for more than three years.And it has accumulated a good reputation and rich experience in Fuyu City.However,the shortcomings of the incubator itself,such as inflexible system and mechanism,unclear incubation process and imperfect cultivation function,become more and more prominent in the actual operation,especially compared with the first-class incubator,FI Enterprise Incubator has a long way to go in the core capacity building.In order to successfully adapt to the modern marketing competition,the original operation and service mode of the incubator urgently needs to be reformed.It is imperative to study the development strategy of the incubator.Based on the development of FI Enterprise Incubator currently,this article introduced a systematic research on the development strategy of the incubator under the guidance of relevant theories of enterprise strategic management and related research on incubator.Firstly,this paper analyzed the external strategic environment and internal strategic environment of FI Enterprise Incubator in turn,by sorting out the macro environment,industry environment,resource conditions,operation and service of the incubator.Next,through summarizing the key factors affecting the incubator,the SWOT analysis matrix combining quantitative analysis and qualitative evaluation of the incubator has been formulated,by which we drew the conclusion that external opportunities of the incubator outweigh threats while internal disadvantages of the incubator are slightly stronger than advantages.Accordingly,the development strategic objectives for building the incubator with service project comprehensiveness and customer management refinement of FI Enterprise Incubator has been set.And the strategic orientation of focused differentiation and the strategic task of developing characteristic service have been confirmed according to the objectives.Lastly,in order to ensure the effective implementation of the target tasks,the specific implementing approaches of seven sub-strategies of FI Enterprise Incubator have been put forward,drawing lessons from case studies of relevant scholars on strategic management of incubator and referring to the management and service experiences of advanced business incubators both inside and outside Jilin province,including organizational reform,project operation,talent development,technical support,capital accommodation,brand building and basic guarantee.Through the analysis and research in this paper,the development strategic objectives,development direction,and key strategic tasks of FI Enterprise Incubator are defined.It is of great significance for promoting the sustainable and high-speed development of FI business incubator,and it will also play a guiding and reference role in the formulation and implementation of the development strategy of the same type of business incubator both inside and outside Jilin province.
