Since carrying out the reform and opening-up policy,China has undergone the rapid growth in economic field on the while.Most researches hold that China's rapid growth of economy stems from rapid and plenty of capital,and sufficient and cheap labor force.Indeed,capital and labor force have an great influence on China's rapid growth of economy,but technological progress is essential for economic development on the long run.Because of the significant value of technical progress to economic growth,to research the source of technical progress and to research the measures of developing technology have the important value.When researching the technology in economics,most scholars major in R&D and introduction of technology from other countries.Based on the current research of technology,this paper turns to the other side of technology:learning effect.Learning effect contributes to the economic growth by labor experience,not by actively scientific research of R&D and introduction of technology from other countries.After introducing the relation of learning effect,technological progress and economic growth,this paper then analyses the two parts of learning effects:effect of learning by doing and overflow effect.The former means that we improve our productivity capacity by accumulation of gross production,gross capital or total labor time;while the latter mainly refers to technical overflow effect,which thinks that multinational corporations transfer advanced technology to host countries by FDI.The paper follows to analyse the logic reason of the above two parts' effect to economic growth from the theoretical and empirical perspective,especially to China's economic growth.In the theoretical level,by the theory of tacit empirical knowledge,the paper explains the mechanism of effect of learning by doing on technical progress,while by the externality theory,the paper explains the mechanism of overflow effect on technical progress.On the other hand,in the positive level,using the proportion of tertiary industry output value and FDI as the substitution variables of China's effect of learning by doing and overflow effect,the paper regresses the translog production function to check the relation between learning effect and China's economic growth.According to the theoretical and empirical analysis,this paper finds that whate'ver effect of learning by doing or overflow effect can influence the economy of all parts of China and China's whole economy positively.When researching the learning-by-doing effect from the empirical perspective,the paper finds that Chinese learning-by-doing effect mostly depends on capital while the overflow effect mostly relies on labor force.So plenty of capital and sufficient labor force are the reasons why our country have intense learning effect.Finally,based on the above research results,the paper suggests that our country should try her best to develop the tertiary industry and to put more resources into the education of vocational and technical training,that our country should reinforce to protect intellectual property rights and enhance the ability of core technology innovation.
