Since the 21 st century,the improvement of the capability of independent innovation has been raised to the national strategy level.Industrial enterprises play an important role in the national economic system,and the innovation of industrial enterprises influences the development of the national innovation system directly.Since 2000,the innovations mentality of industrial enterprises have been increased significantly and the input on innovation has been grown rapidly,at the same time,the fruitful results on innovation output have been achieved.Although innovations are significant,there are still some problems on innovation capacity in the process of innovation.In the background of economic transformation and upgrading currently,it is very important and strategic for the industrial enterprises to evaluate Industrial Enterprise Independent Innovation Capability(IEIIC)and deeply analyze the factors that influence it inside and outside,so as to improve capability of independent innovation and promote the construction of an innovative country.With the method of data envelopment analysis,this paper takes indicators in the index system of IEIIC as input and output variables,to evaluated the technical efficiency,pure technical efficiency and scale efficiency on all national industrial enterprises.The result is the average technical efficiency,pure technical efficiency and scale efficiency in 31 provinces are respectively 0.901、0.975 and 0.922,the overall efficiency is in a high level,but the scale efficiency level is lower than that of pure technical efficiency.Among 31 provinces,the number of province whose technical efficiency,pure technical efficiency and scale efficiency is less than 1 are respectively 13,6 and 13,and that of equals 1 or above takes 7.Which indicates scale inefficiency is the main reason for technical inefficiency.To decompose the internal factors affecting the IEIIC based on BBC model,we get the redundancy of industrial enterprises innovation input elements on different areas and the difference between innovation actual output and effective output.we found low availability on R & D organization and personnel in the areas that pure technical efficiency is less than 1.Although some areas with not higher R & D input,there still has apparently wastes.The results are as follows:(1)IEIIC got negative effected caused by government financial support.(2)IEIIC got positive effected by the ratio between total value on import & export trades that stand for regional economical opening level and regional GDP.(3)IEIIC got positive effected by the ratio between regional high technology industrial value that stand for regional industrial structure and gross industrial output value.(4)IEIIC got negative effected by the ratio between total education funding that stands for labor quality and regional GDP.(5)IEIIC got negative effected by the technical market trade that stands for technical market active level.(6)IEIIC got negative effected by Per Capita regional GDP which stands for regional infrastructure and effective demand.(7)IEIIC got negative effected by the ratio between industrial enterprises’ R&D external expenditure that stand for production and research cooperation and total expenditure on R&D.(8)IEIIC got negative effected by the ratio between foreign direct investment that stand for foreign capital technological overflow and regional fixed assets investment.
