Research On The Evolution Of Industrial Science And Technology Policy In Heilongjiang Province Since Reform And Opening-up

Since the reform and opening up,Heilongjiang Province industry has made certain development,which is closely related to the formulation,adjustment and perfection of its industrial science and technology policy.Heilongjiang Province's industrial science and technology policy refers to the sum of the strategies and measures formulated by Heilongjiang Province to promote and support its industrial science and technology career direction and development strategy.On the basis of landmark events or norms,the historical evolution of industrial science and technology policy in Heilongjiang Province can be divided into three stages:The stage of Restoration and adjustment(1978-1993),the stage of Enrichment and development(1994-2007)and the stage of Innovation and promotion(2008-present).The first stage,that is,the restoration and adjustment stage,started with the National Science Conference held in March 1978.Since then,the whole country and Heilongjiang Province have paid great attention to the industrial science and technology policy.In particular,the promulgation and implementation of the "Outline of the National Plan for the Development of Science and Technology from 1978 to 1985" has led to the restoration and adjustment of industrial science and technology policies in Heilongjiang Province.Heilongjiang province has made clear the basic thinking of industrial science and technology policy,such as raising industrial labor productivity and industrial economic standard.The second stage,namely,the enrichment and development stage,is drawn up by the "Regulations on the Progress of Science and Technology in Heilongjiang Province" promulgated in January 1994.In the prelude,it is clear that we should pay attention to and encourage the implementation and application of scientific and technological achievements,supporting the construction of industrial practical bases,encouraging the establishment of scientific and technologicalentrepreneurship service institutions,and creating and supporting the industrial technology market and other policy orientations.The third stage of the evolution of industrial science and technology policy in Heilongjiang Province,that is,the stage of innovation and promotion,is based on the "on accelerating the Science and Technology Innovation System,Some opinions on Constructiion and Promotion of industrialization of Scientific and technological Achievements"(commonly referred to as "26 articles of Science and Technology")as the starting point of this landmark policy document,issued by the people's Government of Heilongjiang Province in October 2008,in which special emphasis is placed on the combination of independent innovation and open innovation,as well as on the integration of independent innovation and open innovation.We will make every effort to strengthen the concept of integration of military and civilian science and technology.Through the analysis of the evolution of the industrial science and technology policy in Heilongjiang Province since the reform and opening-up,it is not difficult to draw lessons from the development of the advanced industrial science and technology policies at home and abroad,the construction of the industrial science and technology policy of local characteristics,the scientific and innovative of the policy development,etc.This is also the future development direction of Heilongjiang industrial science and technology policy.
