Henan Province Promotes Industrial Transformation And Development Of Science And Technology Policy Research

In the current world,with the deepening of economic globalization,China's economic development situation has begun to move towards a "new normal",Henan Province has also ushered in a turning opportunity for economic development.In recent years,through the way of "going out" + "introducing",in the process of actively promoting industrial transformation and development,a series of scientific and technological policies and measures have been adopted to take advantage of many excellent ones.Potential conditions and positive factors have achieved good results.At present,the focus of Henan's economic development has shifted from "focusing on speed" to "focusing on quality",and is in an important period of accelerating the rise of the Central Plains.However,the speed and effectiveness of the transformation and development of some industries have not yet reached the expected value.We should further improve the science and technology policy system to support the transformation and development,effectively promote the development of key industries,achieve quality transformation,improve efficiency and power conversion,and accelerate the realization of the goal of high-quality economic development.After 40 years of reform and opening up,the industrial system of Henan Province has been gradually improved.The upgrading of industrial structure has achieved initial results.The proportion of the three major industries has been more optimized.The "two-one-three" industrial structure has gradually changed to "two-three-one".In terms of promoting economic growth,the secondary industry has gradually developed into a leading force,and the proportion of the tertiary industry has continuously increased;secondly,the effect of industrial structure optimization is more prominent.Especially in terms of industry,while transforming the traditional pillar industries,including energy,metallurgy,chemical industry,Henan also pays attention to the development of high-tech industries such as electronic information.Thirdly,the decentralized industrial distribution has gradually changed into the aggregation type,and the remarkable aggregation effect has begun to take shape.From 2013 to now,relying on the active promotion of the Henan government,Henan has established nearly 200 industrial agglomeration zones one after another,which has played an important role in promoting the economy of the whole province.However,each region has its own unique economic development conditionsand industrial development characteristics.In the process of exploring the time of industrial transformation and development in Henan Province,whether it is the development concept of industry itself or the scientific and technological policies pursued by the government to support the industrial transformation and development,there are problems that can not be fully applied to the actual conditions of the province or do not conform to the industrial development status.There are obvious contradictions such as low-end production level,extensive development model and constraints on resources and environment.Therefore,the road of industrial transformation and development in Henan Province is not unimpeded.Starting from the scientific and technological policies needed in the process of promoting the industrial transformation and development in Henan Province,this paper analyses the shortcomings of the former industrial development mode and the current scientific and technological policies in Henan Province,and analyses the scientific and technological policies of industrial transformation that are suitable for the economic development of Henan Province at the present stage,and puts forward some suggestions on optimizing the allocation of enterprise innovation resources and adjusting the relevant scientific and technological policies in.
