The power equipment manufacturing industry is the strategically industry, which supplies the technological equipments for all industries in GDP. The degree of industrial association is long, the bound comprehensive, the driving strong, and the funds more, which is the safeguard to the upgratement for all industries and the advancement of the technology. Affected by the world financial crisis, the power equipment manufacturing industry of ore nation meets the serious challenge, we must take steps to adjust the industry form quickly to promote the upgratement for all industries and the technology innovation, implying the power equipment manufacturing industry develop continually.The network of industry innovation cluster is the tools to advance the efficiency of the endogenous innovation. It is evaluative. To more current literatures, they study the structure of the industrial innovation network from static angle. As the developing of the whole industry cluster, the network has a dynamic evolution structure. Although the literatures have give the models of the dynamic evolution structure, different industry cluster have different character. So this paper will study the dynamic evolution structure of the power equipment manufacturing industry innovation cluster intensively, using social network theory, complex network theory, self-organization theory, econometric theory, quest the interactions and the operational mechanism between the relationship change of the cluster members in certain conditions and the structure adjustment of the innovational network, and cohesive device the rule and principle of the structure revolting based on analyzing the process and path of the structure evolution .So the paper contains these five parts. Part1 analyses the meaning and characters of the power equipment manufacturing industry and its innovation cluster, parse complex adaptive character and the dynamic evolution of the innovation network system. Part 2 and Part 3 analyses the conditions and influence factors to innovation network structure evolution of the power equipment manufacturing industry cluster, quest the interaction and the operational mechanism between the relationship change of the cluster members and the structure adjustment of the innovational network. Part 4 on the environment condition and the dynamic evolution character, parse the revolting process and the netting mechanisms of the power equipment manufacturing industry cluster, and then extend the BA model. Based on all of previous, emulate the model with variable (p,q,m) which gave with different phases structure evaluating character. At last, cohesive device the rule and principle of the structure evaluating based on analyzing the simulation results. Part 5 taking DeYang power equipment manufacturing industry cluster an example, represent the evolution condition, influence factors and its specific evolution process of the innovative network structure to analyze and test the structure evaluating mechanism of the power equipment manufacturing industry cluster. One, this study corrected the evolution model of the literature [16],and then emulate the model with variable (p,q,m) which gave with different phases structure evaluating character. It deepens the study of the innovative network to the power equipment manufacturing industry cluster, and extends the research range of the cluster innovational network. The other, this paper gives a method to measure which phase the cluster is, which supplies some reference measures for integrating the innovation network structure of the power equipment manufacturing industry cluster.To study, we find that the evolution law of the power equipment manufacturing industry cluster is different from other clusters. It live four phase: industry gathering, industry cluttering, cluster adjusting, cluster recession or modification. In these steps, the probability distribution of node degree in the innovation network of the power equipment manufacturing industry cluster meet power laws, the whole network is zero- scale network. And in different step, the probability of node adding, line adding or line cutting is different. The innovation network of the DeYang power equipment manufacturing industry cluster is not intact, so we must take some measure to integrate, for example, enhance the corporation between the company and the university, and academy.
