Poverty is an acute problem facing the world today,It is also a field of people's livelihood that is highly concerned by all parties.Relationship with the social,political,economic and cultural development of a country?Since the beginning of the 21 st century,the research on poverty in the world has been further expanded and deepened in scope and depth.Therefore,solving the problem of poverty is a common goal and common mission long pursued by all governments and the international community.As one of the world's great powers,our Party,Government and all sectors of society have always attached great importance to the issue of poverty,so we need to understand the concept of poverty.It is very important to solve the problem of poverty.In recent years,our country has achieved a period of achievements in solving the problem of poverty.However,under the new normal situation,poverty alleviation is still under great pressure,and the road to poverty alleviation is still arduous.In accordance with the "Outline for Poverty Alleviation and Development in Rural Areas(2011-2020)",and in accordance with the principle of "focusing on continuous films,highlighting key points,making overall planning throughout the country,and making complete divisions," we should give comprehensive consideration to the need for greater support for the old revolutionary areas,ethnic minority areas and border areas.In 2014,China divided 11 areas with special difficulties into concentrated contiguous areas.Together with Tibet,Tibet in four provinces and Xinjiang's Southern Xinjiang four prefectures,a total of 14 districts and 680 counties have clearly implemented special support policies.This is the main battlefield for poverty alleviation in the new phase.Four places in southern Xinjiang is one of the deep poverty areas in China,and is the main battlefield of China's poverty alleviation.This paper chooses K County of Sidizhou in southern Xinjiang as the research object.K County is located in the south of Tianshan Mountain and the northern edge of Tarim Basin.It has a total area of 15,200 square kilometers and a total population of 470,600 people,of which the Uygur population is 426,700,accounting for 87.68 %.Han nationality 54,900 people,accounting for 11.66 %.Among them,there are 14 ethnic groups such as Uygur,Han,Hui,Kirgiz,Kazak and Mongolia.It is a concentrated area for ethnic groups in the West,and it is also a poor county area that integrates mountainous areas,border areas,and overall poor areas.The author of this article has been engaged in grassroots government in K county for many years and is familiar with the poverty situation of farmers and herdsmen in the county.Therefore,it is more appropriate to choose K county to study the causes of poverty of farmers and herdsmen in Nanjiang region.Some literatures have been used to analyze and study the causes of poverty among peasant and Herdsman families in southern Xinjiang,but most literatures study the causes of poverty at present,and there are few literatures on the historical and cultural life habits in Xinjiang.Based on this,the author analyzes the causes of poverty among the families of farmers and herdsmen in southern Xinjiang according to the official poverty survey of the K county government,puts forward constructive countermeasures to the government's poverty alleviation and development,and uses the questionnaire form to summarize large data to conduct research and analysis.Finally,empirical analysis of the main causes of poverty in K county farmers and herdsmen families,so as to put forward targeted countermeasures for K county poverty alleviation and development work to provide a theoretical basis.
