| Poverty is a common problem faced by governments around the world.Solving poverty is not only a political and economic issue,but also a national economy and people's livelihood.Since the poverty alleviation and development in the new era,the state has started from a macro level,formulated a number of preferential policies,promoted financial system reform,and encouraged and guided the financial system to participate in poverty alleviation.This series of measures constitutes the institutional basis for poverty alleviation in the regional whole.Inclusive Finance,first proposed at the National Financial Conference in 2005,provides modern,safe and convenient financial services to all sectors of society,especially to vulnerable groups and industries,so that financial services benefit every citizen.The development of poverty-stricken areas has brought huge dividends.The concept of “precise poverty alleviation” was first proposed by President Xi during the inspection in Xiangxi,Hunan Province in 2013.This initiative aims to guide all provinces and cities across the country to implement poverty alleviation work and accurately locate the places that need the most help.Giving full play to the positive role of inclusive finance in helping precision poverty alleviation is an important and far-reaching issue in the context of the new era.The Liaoning Provincial People's Government's “Thirteenth Five-Year Plan” for poverty alleviation pointed out that by 2020,the province's 810,000 poor residents will all get rid of poverty,and 15 key poverty-stricken counties will reach poverty alleviation conditions,and the sales of 1791 poverty-stricken villages will be lifted out of poverty.Based on this,we will investigate the effectiveness and survivability of precision poverty alleviation under the general financial services of Liaoning Province,and then provide practical and feasible policy recommendations for Liaoning Province to achieve poverty alleviation goals.This paper mainly uses questionnaires and field research methods to systematically investigate the financial poverty alleviation organization system and service system of Liaoning Province,focusing on the analysis of the typical model of poverty alleviation in the typical region under the inclusive financial services,and summing up the “enterprise”with the significance of poverty alleviation and innovation.Financial institution,guarantee,cooperative,base and poor households mode,"1 plus 4" mode,"financial,poor households,joint-stock farmers cooperatives" model and "financial,poor households and characteristic industries".At the same time,through investigation and analysis,it points out the structural imbalance of the rural financial poverty alleviation fund supply in the process of financial poverty alleviation,the decline of the output effect of extensive agricultural-related loans,and the lack of sustainability,and further explore the reasons for its problems.In order to more accurately locate the breakthrough point in Liaoning's financial poverty alleviation,this paper uses Cobb-Douglas production function and "quaternary structure" theory to analyze the reasons for its financial poverty alleviation.Through an in-depth analysis of the effectiveness and surviving problems of P&G finance in Liaoning Province,we can accurately grasp the starting point and the foothold of poverty alleviation in Liaoning Province,and put forward policy recommendations for benchmarking issues,from the innovative inclusive financial precision poverty alleviation development model,perfection Inclusive financial and economic assistance for poverty alleviation organization system and service system,construction of inclusive rural financial precision poverty alleviation risk prevention and control system,optimization of inclusive rural financial precision poverty alleviation supervision system proposed systematic and feasible policy recommendations,help Liaoning Province has successfully achieved its goal of comprehensive poverty alleviation by 2020. |
