With the promotion of socialist market economy,the economic activities,as well as market competition,are becoming increasingly active and fierce,which are particularly prominent in the communications industry.DT company is a large state-owned communications enterprise.Because of the operating system constraints,the competitive advantage of the 3G network construction is gradually depleted.The market competitiveness of enterprises continue to reduce annual revenue.In order to solve this problem,DT company is taking "double transformation"(the market strategy and product strategy),for the long-term stability,and to set up a special product development department.Under the background of "double transformation" in the enterprise,the original performance appraisal system of enterprises are proved to have many problems,especially in the application of the product development department.How to optimize the performance appraisal system has become an important task in the daily management of the enterprise,and even "double transformation" is the key to success.This paper makes an in-depth study and practice on how to establish the performance appraisal system of product development department.Based on the research of the enterprise background,the analysis of the necessity of product development department performance appraisal system,and considering the research objectives and research content,this paper analyzes the existing performance appraisal system,and formulate measures to solve the problems at the same time with the help of questionnaires,interviews,literature research method.With the help of MBO and KPI 360 degree assessment method,performance appraisal system design optimization scheme and practice.Through the summary of practice,this paper has verified the effectiveness of the optimized performance appraisal system.In this paper,through the design of the multi department overall performance,product performance,employee performance,unit managers performance in product development,we have built a comprehensive product development department performance appraisal system,multi angle and multi dimension of the purpose of performance appraisal.The performance appraisal system has been improved to be scientific and reasonable,leading a certain role the performance level,which has a certain reference value for the follow-up study.
