The 2017 Nineteenth Congress' s report of Communist Party emphasized that it is necessary to establish and practice the concept of green water and green mountain is Gold Mountain and Silver Mountain,adhere to civilized development path to build a beautiful China.As a large agricultural province,a large population province,and a strong industrial province in China,Shandong Province faces a severe situation of tight resource constraints,serious environmental pollution,and degraded ecosystems.To change "beautiful China" from concept to reality,we must abandon the old road of high energy consumption and high pollution,which was mainly based on environmental capital investment,must adhere to the new path of green development.In recent years,Shandong Province has unswervingly promoted green development and took the lead in launching new and old kinetic energy conversion test platforms to break through the development barriers of resource and environmental carrying capacity.Based on the scientific definition of the connotation of green development,this study takes Shandong Province as the research object and builds an indicator system based on panel data from four aspects: green ecology,green life,green survival and green welfare.Entropy method and coordination degree and the correlation degree model are used,and combined with the perspective of “two districts,one circle and one belt”,comprehensively evaluate the evolution of the green development capacity of Shandong Province and the evolution of time and space pattern.Finally,according to the problems faced by the current green development in Shandong Province,we use the obstacle model to explore the specific factors affecting the green development capacity of Shandong Province,and propose corresponding countermeasures.This paper is divided into seven chapters: The introduction part mainly expounds the research background and significance of this paper.Based on the literature review at home and abroad,the author determines the research content,research methods and technical routes of this paper.The second part is mainly about the concept of green development and the main research theory of this paper.The third part is mainly the modeling process of this paper,including the concrete establishment of data method and index system;the fourth,fifth and sixth parts are the main content of this study.The fourth part is mainly the analysis of the current situation of green development in Shandong Province,including the national and municipal perspectives,and further explores the relevance and coordination of the green development system and subsystems;The fifth part is mainly based on the green development time of Shandong Province,selecting the three time nodes of 2005,2010 and 2016 to analyze the evolution of time and space pattern;the sixth part is the analysis of impact mechanism,including the current problems of green development in Shandong Province and specific obstacle factors.The author also put forward targeted recommendations;Chapter VII is the Conclusions and Prospects,the author summarizes the main research results of this paper,and reflects on the current shortcomings.Through the above research,the main conclusions of this paper are as follows:(1)The current situation of green development in Shandong Province from a national perspective: through the evaluation of the national green development index evaluation system,it is found that the comprehensive evaluation results of the national urban green development level basically conform to the normal distribution law.The comprehensive score of green development in Shandong Province ranks 12 th in the country and is in the middle of the upper level.Combined with the average of the national green development system in the past five years,the change in Shandong Province is not large,and the overall decline is three.(2)The green development of Shandong Province from the perspective of the city:according to the calculation of the green development indicator system of Shandong Province,the green development level of Shandong Province in 2016 shows a higher level in the eastern peninsula and coastal areas,and the overall level of green development in the inland areas of southwestern Shandong is lower.The specific evaluation results are as follows: Weihai,Qingdao and Jinan rank among the top three in the province,and there are six cities that reach the average level of green development in the province.Binzhou City,Linyi City and Heze City have the lowest level of green development,ranking the bottom three.However,in terms of specific analysis of subsystems,the cities and towns vary greatly.(3)Gray correlation analysis of green development system: in order to further explore the influence of each subsystem on the green development comprehensive index,the author conducts gray correlation analysis based on the entropy method.Based on the correlation model and the average of the seventeen cities,the research results show that the green production systems have the highest correlation and have the greatest impact on the overall development of green development.Secondly,green welfare and green life,the impact of both on the comprehensive indicators are more obvious,and the difference is not obvious.Finally,the green ecosystem is a bit weaker than the other three,but the influence is not to be underestimated.The specific impact of each subsystem in the seventeen cities is different.(4)Analysis of coordination degree of green development system: green development is not a leader.Through the analysis of the coordination of the green development system,it is found that the indicators in some areas are more concentrated and balanced,and the coordination among the subsystems is high.In contrast,in some areas,there is a situation in which the development level of a certain subsystem is high,and the remaining subsystems are relatively backward.Green development is based on the overall achievement of high levels,but also the coordinated development of various subsystems.Therefore,the author also superimposed the comprehensive value of green development and the coordination degree of each subsystem.According to the analysis results,the “high-value-coordination,high-value-uncoordinated,low-value-coordination,low-value-uncoordinated” are respectively divided into “pilot area,lag area,lifting area and backward area” of green development,and analyzed.(5)Analysis about the spatial and temporal evolution of green development in Shandong Province: Based on the process of green development practice in Shandong Province,the author selected three time nodes in 2005,2010 and 2016 to analyze the temporal and spatial pattern of green development level.From the perspective of time,the overall situation is rising,but the internal specific changes process has the differences of “continuous rise,first rise and then fall,first rise and then rise and continue to decline”.From the perspective of spatial dimension,the green development of Shandong Province has obvious phasecharacteristics,and the overall evolution from the "eastern > central > western" to "north >central > southern" strategic development pattern.(6)Analysis about the obstacles of green development in Shandong Province: At present,the problems of green development in Shandong Province are mainly limited resource and environmental carrying capacity,irrational energy structure and industrial structure,insufficient innovation drive,insufficient government investment,and regional differences.These limits the green development space in Shandong Province,which makes the green transformation pressure.Through quantitative analysis of the obstacle model,it is found that there are regional differences in the main obstacle factors of green development in Shandong Province: Different regions have different restrictive factors;but for the same region,there are some degrees of identity in the obstacles,that is,there are common problems in regional development,which also reflects the relevance of regional problems brought about by regional coordinated development.(7)Countermeasures and recommendations: in the formulation of development plans and specific economic production activities,we must establish green development goals in all aspects to achieve a green decoupling of the whole process of production industrial restructuring.The government should strengthen investment,especially in infrastructure reform and industrial energy adjustment.It should also focus on the reform of green innovation system and mechanism,and study and formulate a series of policy tools to guide,encourage and protect green innovation.At the same time,it is necessary to narrow the regional differences,focus on the green development and the backward areas,and achieve regional coordinated development,pay attention to the development of dislocation,and develop the neighboring economy according to local conditions,and society should promote greening,popularize low-carbon buildings,and promote low-carbon transportation.
