A Study On Green Development Measure In Shandong Province

With the rapid development of China economy,the resource waste and environmental disruption have become the most serious problem.The mode of traditional economic development needs to be changed urgently.It shows the innovation of China development idea from the sustainable development to the green development and that is also a development trend.For China,it is not only a big challenge,but also it is an important opportunity.The outline of the 13 th five-year plan of Shandong province points out that the green development idea should be implemented to release the contradiction between economic growth and resource environment and to promote the construction of resource-conserving and environment-friendly society and ecological civilization.Therefore,the measure and evaluation of the green development level of Shandong province is of great significance to study the ecological development of Shandong province.Meanwhile,it provides the reference for promoting the ecological construction of Shandong province and it provides a better reality basis for promoting the economic health development of Shandong province.The paper constructs the index system of green development of Shandong province to measure and analyze the green development of Shandong province including the degree of the green economic growth,the load-bearing capacity of resource environment,the level of the government support and the overall level of green development.This paper includes the following four parts.The first part is the green development concept and the theoretical basis.The green development idea and its theoretical basis are mainly introduced.Meanwhile,the green development is explained and analyzed by some similar terms.The second part is the green development status of Shandong province and its index system.Some realities and challenges that the green development of Shandong province has faced are analyzed based on the situation of Shandong province and its development plan.At the same time,the green development index is established.The third part is the core part of this paper.The green development of Shandong province is analyzed empirically and the space-time changing process of the greendevelopment of is analyzed concretely.The entropy method is used to measure and evaluate the overall level of the green development of Shandong province.The evaluation is divided into two aspects.One is the time order.The measure analysis is done about the green development level from 2006-2016.The correlation degree between each index system and the green development is calculated by the mode of grey correlation degree.Another is the space distribution.The space difference distribution of the green development level is analyzed and compared in 2010 and 2015.ArcGIS is used to divide the green development level of the prefecture-cities in Shandong province to present the difference distribution visually between different areas and different prefecture-cities.The clustering analysis is done about the green development in prefecture-cities of Shandong province from 2006-2016.The fourth part is some measures and suggestions of green development in Shandong province.The green development idea and the green life style are advocated based on the measure of the green development level of Shandong province,the special situation of Shandong province and its development plan and the third part.The structure and the mode need to be changed in economic development.And the stimulating effect of the green industry needs to be promoted further.The government should establish actively and improve constantly the green laws in every area to establish the system that can contribute to the green economy development.The creation ability of science and technology and the green development space should be improved to promote the green development of Shandong province.
