Research On Comprehensive Land Improvement Planning Of The Whole Region Based On "Rural Revitalization Strategy"

To fundamentally solve the underdeveloped at present,China's agriculture,rural prosperity,farmers rich problem of "agriculture,rural areas and farmers",the CPC central committee clearly put forward in the 19 th report "prosperous industry,ecological livable,local custom civilization,effective governance,rich life" of the country revitalization strategy,to establish and improve the urban and rural integration development system and mechanism,accelerate the rural modernization of agriculture.How to realize the rural revitalization has become the focus of all sectors of society,and land management,as an important platform and key starting point to realize the rural revitalization,has become an important platform and key starting point to ensure food security,crack the problem of rural development land,promote the coordinated development of urban and rural areas,promote ecological civilization and beautiful rural construction.At the beginning of 2016,in view of the current problems of insufficient development and urban-rural imbalance in China's rural areas,such as "fragmentation of farmland protection,disordered spatial distribution,and inefficient resource utilization",hangzhou first proposed the concept of "comprehensive land improvement across the whole region" in the whole province and even the whole country.Since then,all parts of the country have also begun to actively explore new ways to promote the "rural revitalization strategy" through comprehensive land improvement across the whole region.From the perspective of rural revitalization,this paper studies the comprehensiveregulation of land in the whole region.The main contents of the study are as follows:(1)On the basis of sorting out domestic and foreign researches on land regulation and rural construction,the influencing factors of the rural revitalization strategy on the comprehensive land remediation of the whole region and the promoting effect of the comprehensive land remediation of the whole region on the rural revitalization strategy are systematically analyzed.(2)put forward the content and method of the compilation of the comprehensive land remediation planning of the whole region based on the strategy of rural revitalization.(3)The current land consolidation model in China is summarized.(4)this paper takes dalangkou,qianfengjia and dongan xiao of changyuan county,henan province as examples to make an empirical study.Through the above research contents,the paper mainly comes to the following conclusions:(1)The influence factors of the rural revitalization strategy on the comprehensive improvement of land in the whole region include four aspects: economy,society,politics and ecology.Among them,the economic factors mainly include the problem of land use for the development of rural industries,extensive and inefficient use of rural land and insufficient reserve land resources.Social factors mainly include the need to narrow the gap between urban and rural areas and the internal contradictions in rural social life.Political factors mainly include the important task of building a well-off society in an all-round way,the requirement of rural land system reform and the need to strengthen the management of grassroots autonomy.The main ecological factors are the requirements of the construction of socialist ecological civilization and the farmers' expectations of improving the ecologicalenvironment.(2)Comprehensive control of the whole land is an important way to realize the strategy of rural revitalization.The overall land comprehensive improvement adjusts the land use structure and optimizes the distribution of various types of land through the spatial management of land use.Improve irrigation and water conservancy facilities through the regulation of agricultural land,promote the transfer of agricultural land and large-scale management;Through the rural construction land regulation to optimize the village layout,solve the problem of land use;Improve rural living environment through ecological environment improvement,promote the construction of ecological civilization.(3)The model of comprehensive land improvement based on the strategy of rural revitalization is summarized.Under the requirements of rural revitalization and ecological civilization construction,there are five modes of comprehensive land improvement in China,including "land improvement + modern agriculture","land improvement + beautiful rural construction","land improvement + ecological environment improvement","land improvement + rural tourism" and "land improvement + targeted poverty alleviation".(4)Through the implementation of the comprehensive land improvement plan for the whole region,the three villages including dalangkou demolished 28.06 hectares of dilapidated villages and added 24.22 hectares of construction land,effectively guaranteeing the demand for construction land for rural tourism development and making collective construction land more concentrated and efficient.24.27 hectares of reserve cultivated land resources were developed,and 31.11 hectares of additional cultivated land were added.Water conservancyfacilities were further improved,large-scale agricultural operations were further improved,and modern sightseeing agriculture took shape.Rational protection and development of traditional ancient villages in dalangkou,improvement of living environment and improvement of farmland infrastructure will effectively promote the development of local rural tourism industry and contribute to rural revitalization.
