Since the reform and opening up,the economic development in China has achieved major achievements and China has become an internationally influential country in economy.With the rapid development of economy,the environmental problems have become increasingly prominent in the process.Over-consumption of resources and environmental pollution have become the constraints of urban development.President Xi Jinping proposes the development concept of "Lucid waters and lush mountains are invaluable assets",which further illustrates the improvement of the quality of economic development and the realization of sustainable development in the region has become the main direction of China's economic development in the future.With the deliberation and approval of the "Zhongyuan Urban Cluster",the development of this area has attracted much attention.The benign development of the region has played an important role in promoting the rise of the central region and coordinating the development pattern of the eastern and western regions of the country.With the intention to provide suggestions for the sustainable development of Zhongyuan Urban Cluster,this article takes the area as the research object,measures the environmental efficiency and environmental total factor productivity of this area and analyzes the main factors affecting the environmental efficiency.Firstly,the non-radial and non-angular SBM method is used to measure the environmental efficiency of 29 cities in the Zhongyuan Urban Cluster.The overall environmental efficiency from 2005 to 2014 is 0.7118,and only 4 cities including Zhengzhou are in the the frontier of production.Xingtai is only 0.3 7 76,which is the lowest one among all cities.According to the average environmental efficiency,Clustering analysis is used to classify cities into four parts,namely high-efficiency zones,medium-and high-efficiency zones,and medium-and low-efficiency zones and the low-efficiency areas.The differences among these cities are quite large.Comparing the economic efficiency measured by the CCR model,the conclusion is that the economic efficiency which does not consist of unexpected outputs is higher than the environmental efficiency.Secondly,the Malmquist-Luenberger index is used to measure the total factor productivity of the environment in Zhongyuan Urban Cluster.The average index of the total factor productivity of the environment in the ten years is 0.9722.The comprehensive technical efficiency is 1.0050,and the technological progress index is 0.9674.The overall total factor productivity growth rate shows a downward trend..The reason for the decline is mainly due to technological progress.Finally,using the Tobit model to measure the major factors affecting environmental efficiency,the conclusion is that economic development and energy efficiency have a positive effect on environmental efficiency.The government's strength,per capita road area,ability to use foreign investment and Sulfur dioxide removal rate have a significant negative correlation with environmental efficiency and environmental efficiency.While the industrial structure has a negative effect on environmental efficiency,but not significant,and the market level does not have a significant positive effect on environmental efficiency.Finally,This article summarizes the conclusions of the study and makes some recommendations.
