Research On Environmental Technology Efficiency Measurement And Influencing Factors Of China Paper Industry

In recent years,the production and consumption of paper in China ranks first throughout the world,achieving a leap-forward development in the paper industry and making important contributions to China's economic growth.However,with the rapid development of the paper industry,many paper industry enterprises are still constrained by the extensive development mode of traditional backwardness,high energy consumption,and high emission.They are still at the level of high consumption,high pollution,and low efficiency,resulting in energy consumption and Environmental pollution and hindering the construction of ecological civilization in China.Based on this,this paper takes the paper industry of our country as the research object,compares its environmental technology efficiency values,analyzes the factors affecting its environmental technology efficiency,and provides countermeasures and suggestions for the improvement of the environmental technology efficiency of China paper industry.Targeted reforms and adjustments were made to accelerate the transformation and upgrading of the paper industry.Based on the theory of technological efficiency and the theory of economic-environmental efficiency,this paper combines the current situation and issues of the paper industry,selects panel data for 28 provinces(cities)in China from 2005 to 2016,uses the super-efficient SBM model to measure its environmental technology efficiency,and divides the contury into Three areas,and does comparative analysis of them.At the same time,according to the measurement results,six influencing factors were selected from six aspects: structural factors,resource consumption,economic development level,government environmental regulations,technological progress,and openness to the outside world.The Tobit regression model was used to mesaure the environmental technology efficiency of the paper industry.Finally,from the perspectives of the whole industry and areas,we propose countermeasures to improve the environmental technology efficiency of China paper industry.The main conclusions of the article are as follows:First,the environmental technology efficiency of paper industry in China presents significant regional differences and spatio-temporal differences.Second,there is redundancy in the environmental technology efficiency of China paper industry.Third,the Tobit regression analysis shows that resource consumption,endowment structure,opening degree to the outside world are negatively correlated with the environmental technology efficiency of China paper industry;the industrial structure,government environmental regulation,and economic development level are positively related to the environmental technology efficiency of China paper industry.Finally,based on the research results and the actual conditions of the paper industry,we propose countermeasures and suggestions for improving the efficiency of environmental technologies in China paper industry,from the respects of different regions and the whole industry,with a view to providing reference for the transformation and upgrading of paper industry,improving the efficiency of environmental technologies,and accelerating the process of building ecological civilization.
