In 2016,General Secretary Xi Jinping inspected Chongqing and pointed out that the “Belt and Road” construction provided Chongqing with a platform of “going out”.Chongqing is not only an important strategic fulcrum for the development of the western region,but also a link between the “Belt and Road” and the Yangtze River Economic Belt.At the point,it is required that Chongqing build an inland open highland and become a beautiful place.Chongqing is also the only municipality directly under the central government in the inland region.The innate geographical advantage gives Chongqing the status of a bridgehead in the construction of the “Silk Road Economic Belt”,and Chongqing's “hardware advantage” – “Fuxin Ou” railway is on the “Silk Road”.The economic belt plays an important supporting role in the construction.The “One Belt and One Road” initiative and the convenient transportation of the “New Europe” railway provide a rare strategic opportunity for Chongqing's industrial transformation and upgrading.But what kind of industry Chongqing should develop is a subject that requires rigorous scientific argumentation.The new structural economics that has emerged in recent years has provided a theoretical basis and analytical framework for industrial restructuring,transformation and upgrading.Chongqing has a solid industrial base,an emerging free trade zone and convenient geographical advantages.The “One Belt,One Road” and “New Europe” policies have opened up broad market prospects for Chongqing.Based on this,according to the comparative advantage theory and the analysis of new structural economics,this paper takes the new structural economics and comparative advantage theory as the theoretical basis of the analysis problem,and takes the international market under the “One Belt,One Road” and “New Europe” strategies as the demand.On the other hand,the resource endowment structure of Chongqing and the potential comparative advantage of the selected manufacturing industry as the supply side,the demand side and the supply side are combined to construct an analytical framework for industrial adjustment and upgrading.Firstly,the manufacturing industry with potential comparative advantages in Chongqing is selected from the aspects of factor endowment space,technical complexity and degree of endowment.Secondly,theoretical analysis and empirical analysis are carried out respectively,from the material capital effect,human capital effect and technological progress effect of import trade.The trade leading effect of export trade,the competitive effect of trade liberalization,and the effect of market scale expansion to theoretically analyze the impact of foreign trade on the development of Chongqing's potential comparative advantage manufacturing industry;and then by setting the corresponding measurement model to create potential comparative advantages.An empirical analysis of the overall and structural effects of the industry will discuss the impact of economic and trade exchanges between Chongqing and the countries along the Belt and Road Initiative on the overall and structure of potential comparative advantage manufacturing.Finally,combined with "effective market" and "promising government",it puts forward the policy recommendations of rational allocation of factor endowments,giving play to the government's role and guiding role,and actively undertaking industrial transfer to optimize and upgrade Chongqing's manufacturing industry.
