Innovation Evolution Mechanism Of China's Industrial Clusters And Institution Supply

Industrial cluster is a special form of regional industrial organization.It is a systematic integration of many factors,such as economy,geography,society,culture and system.After years of development,industrial clusters have spread all over China's regions,involving various industrial areas of the national economy,and become an important way to stimulate regional economic growth.However,in recent years,with the weakening of China's traditional competitive advantage and the slowdown of domestic economic growth,the existing industrial clusters are generally facing development bottlenecks.Academics generally agree that there are phased laws in the development of industrial clusters.Most of these studies focus on the transaction costs and economies of scale of enterprises in industrial clusters.There are few discussions on the internal mechanism of the development stage transformation of industrial clusters and the institutional role of local governments in the evolution of clusters innovation.Based on the three-stage model of industrial cluster evolution agreed by academia,this paper points out that the development stage of industrial cluster is essentially a game equilibrium system phenomenon.Some industrial clusters in China are in the stage of institutional transformation from quality improvement to innovation.This paper constructs an institutional analysis framework for the evolution of industrial clusters,focusing on revealing the internal mechanism of the evolution of industrial clusters and the institutional supply of local governments.Through the analysis of the occurrence mechanism of industrial cluster stage transformation,the rebuilding mechanism of industrial cluster's equilibrium,and the industrial policy of local government,the following conclusions are drawn:Under the combined influence of the external environment's change and endogenous accumulation of industrial cluster,the game equilibrium of industrial cluster has broken down,and the main players of the game have triggered institutional crisis in the process of expanding strategy set.In order to complete the institutional transformation to innovation stage,cluster enterprises and local governments need to play games around innovation strategy.And promote the implementation of innovation should be the only evolutionary stable strategy for both sides.There may be three types of evolution process,requiring one or both of the two game participants to break through the 'innovation threshold'.Local governments can promote the evolution process through targeted institutional supply.
