During the 40 years of reform and opening up,China's rapid development of industrial miracles was based on high investment,and its most serious cost was the huge consumption of energy and serious pollution of the environment.Faced with the end of the era of high-speed industrial growth and the constraints of resources and environment,China's industry urgently needs to accelerate the green transformation and step out of the road of green transformation aimed at improving green total factor productivity.This paper mainly applies the methods of qualitative analysis and quantitative analysis to analyze the impact of resource and environmental constraints on industrial green total factor productivity.In theory,the mechanism of the impact of resources on green total factor productivity,the mechanism of environmental regulation on green total factor productivity,and the mechanism of resource and environmental regulation on green total factor productivity are described respectively.This paper applies SBM-GML to measure the industrial green total factor productivity(GTFP)and analyzes the results.Finally,using the panel data of China's 30 provinces during the period of 2004 to 2016,this paper constructs the spatial Dubin model,and the impact of resource and environmental regulation on green total factor productivity is analyzed empirically.(1)In terms of the results of the indicators,in general,China's green total factor productivity has rose during the period,and technological progress is the main source.According to GTFP and its index decomposition,the growth of the western region is the fastest,slightly higher than that of the east.(2)Industrial green total factor productivity in the region has a positive impact on industrial green total factor productivity in adjacent regions.(3)From the perspective of the national spatial effect,resource abundance has a negative impact on industrial green total factor productivity in the region.The impact of resource abundance on industrial green total factor productivity in adjacent regions is uncertain and not obvious.Environmental regulation promotes the improvement of industrial green total factor productivity in the region.However,the impact of environmental regulation on GTFP in the adjacent area is negative.The interaction of resource and environment constraints promotes the increase of industrial green total factor productivity in the region to a certain extent.(4)From the spatial effect of the region,the relatively abundant resources in the western region have a negative effect on the green productivity of the region.The abundant resources in the central region have a negative impact on the GTFP in the adjacent region.Environmental regulation in the three regions has promoted the growth of industrial green total factor productivity in the region.The improvement of environmental regulation in the central and western regions have a negative impact on GTFP in the adjacent areas,while the negative effect in the eastern region is not significant.The interaction between resources and environmental constraints in the west promote the increase of industrial green total factor productivity in the region and in adjacent regions.Therefore,in order to achieve sustainable industrial development,we finally put forward that use rationally natural resources,increase investment in technological innovation and human capital,implement strict and precise environmental regulation measures and establish provincial pollution co-processing cooperation mechanism.
