| Since the reform and opening up,my country’s economy has developed rapidly and has made remarkable achievements.However,at the same time,due to the backward industrial level and low technical level in the early stage of reform and opening up,my country has brought a heavy burden to resources and the environment in order to achieve rapid development.In this context,the state has increased its emphasis on green transformation,and has also regarded environmental regulation as an important means of coordinating ecological environment and economic development.Resource-based cities are the main force of my country’s industrial development,and their industrial green transformation is of great significance to my country’s ecological environment and industrial development.This paper attempts to analyze the impact of environmental regulation on industrial green transformation in resource-based cities from the theoretical and empirical research levels.At the level of theoretical analysis,this paper firstly defines the concept of resource-based city,environmental regulation and industrial green transformation,and based on economic growth theory,externality theory and Porter hypothesis,the relationship between environmental regulation and green transformation is analyzed.theoretical analysis.Analysis and research show that the role of environmental regulation on green transition is mainly affected by the cost effect of compliance and the compensation effect of innovation.In the short term after the introduction of environmental regulations,corporate green innovation cannot make up for the increased cost of pollution control,and will inhibit the green transformation of enterprises;in the long run,the increase in output value brought by corporate green innovation will eventually exceed the cost of environmental regulation,and ultimately Promote green transformation of enterprises.Then,from the theoretical model analysis,it is believed that when the added value of output brought by technological innovation exceeds the added value of cost brought by technological innovation,enterprises will respond to environmental regulations through technological innovation.At the level of empirical analysis,this paper takes 2010-2019 as the research period,and selects 83 resource-based cities as the research objects according to the availability and completeness of data.According to the classification standard of the national document,it is divided into growth type,mature type,decline type and regeneration type,and it is divided into eastern,central and western regions according to the region.Based on the SBM-GML model,the industrial GTFP of resource-based cities is measured to measure the green transformation of the industry,and the industrial GTFP is decomposed into technical progress(EC)and technical efficiency(TC).The comprehensive utilization rate of solid waste,the harmless treatment rate of domestic waste and the centralized treatment rate of sewage treatment plants are three indicators to measure the intensity of environmental regulation,and use a fixed effect model for regression analysis.The research found:(1)During the research period,the overall industrial GTFP of resource-based cities showed an upward trend,and the main growth force of industrial GTFP came from the improvement of its own technical efficiency;from the perspective of city types,industrial GTFP showed a mature type > regeneration type > Growth > Decline;(2)The environmental regulation of resource-based cities fluctuates around 0.8,and the change trend of environmental regulation is highly consistent with the industrial GTFP;(3)From the perspective of regional heterogeneity,the east and middle The resource-based urban environmental regulation and the industrial GTFP in the three regions all show a positive U-shaped relationship.Different research results have emerged between environmental regulation and industrial green transformation in different types of resource-based cities.According to the research process and results of this paper,three suggestions are put forward for the industrial green transformation of resource-based cities:(1)strengthen technological innovation,increase scientific and technological expenditure,and improve technical efficiency;(2)flexibly choose the means and intensity of environmental regulation;(3))to formulate policies in line with environmental regulations to guide enterprises to actively cooperate. |
