The Research Of The Initial Decision-making Progress Of Government Investment Tourism Projects

Recently,tourism projects have achieved great economic and social benefits.With the profoundly reforming of the investment system,the majority investment subjects of tourism projects are enterprises.However,the public welfare tourism projects which can produce social benefits are mostly invested by the government.Hence,it is urgent to investigate the initial decision-making progress of government investment tourism projects,such as the empirical decision or blind decision.This paper sets the initial decision-makingcharacteristics progress of government investment tourism projects as the research object.Firstly,it comprehensively discusses the relevant concepts,connotations and,expounds the content,procedure and role of the early decision-makings,and analyzes its potential problems from multiple perspectives;Secondly,through literature reviewing and employing expert interview and using AHP-fuzzy comprehensive evaluation,this paper screens the evaluation index in terms of decision-making,determines the weight,and constructs the evaluation index system.After that,this paper takes Minnan Opera Art Center as an example to examine the accuracy and effectiveness of the evaluation index system.Finally,it puts forward detailed improvement measures and suggestions.Through case analyzing,it is found AHP-fuzzy comprehensive evaluation index system which developed from this study is applicable to the initial decision-making of government investment tourism projects.At the same time,the proposed measures and suggestions are also effective,which provide effective reference for the government investment authorities.
