Since 2012,Internet finance has developed rapidly,and new payment instruments such as Alipay,WeChat Pay and Lakara have been increasing recently.China's business scope for state-owned commercial banks,joint-stock commercial banks and small medium-sized local commercial banks is gradually opening up.In the future,China will further expand the shareholding ratio and business scope for foreign banks.Under the new situation,state-owned commercial banks are facing severe survival challenges.In addition to the operational pressures,such as the preemption of the market share of traditional business varieties,the mining of talents by commercial banks is becoming increasingly common,and the phenomenon of excellent talents flowing from the inside to the outside is more common.In order to retain talents,state-owned commercial banks need to establish a scientific,comprehensive and advanced performance management system in addition to traditional salary incentives.Excellent performance management can promote the improvement of the internal environment of enterprises.Only by establishing an effective performance management system and adopting appropriate performance appraisal policies,can we fully enhance the cohesiveness of employees and thus improve the overall core competitiveness of state-owned commercial banks.The paper takes A Commercial Bank Jilin Branch as the research object.First of all,based on the study of a large number of domestic and foreign literatures,the paper introduces domestic and foreign research on the performance management of commercial banks,and expounds the importance of performance management for modern commercial banks.Secondly,it introduces the concepts and differences of performance management and performance appraisal,and focuses on the Key Performance Indicator method(KPI),Economic Value Added(EVA),target management method(MBO),360-degree performance evaluation method,Balanced Scorecards and other commercial bank performance management tools.Then,in view of the current performance management status of A Bank Jilin Branch,an in-depth analysis of the bank's existing problems has been introduced.These problems include the lack of scientific performance appraisal group,the unreasonable setting of performance appraisal indicators,the flow of performance appraisal process,the poor timeliness of appraisal,the lack of communication and feedback in performance management process,the application of performance appraisal results,and the lack of effective disciplinary inspection and supervision of performance management.Finally,comparing the advanced performance management experience of similar commercial banks,the paper puts forward specific optimization suggestions for the existing problems.These suggestions include the implementation of differentiated performance appraisal policies for branches,the establishment of performance appraisal indicators,the establishment of performance management disciplinary inspection and supervision,the construction of performance appraisal communication and feedback mechanisms and the application scope of performance appraisal results.In addition to the above optimization suggestions,the paper also proposes safeguard measures from the aspects of system,concept,organization and so on,such as establishing a publicity system for performance appraisal results,setting up a performance appraisal data information system,and vigorously propagandaing performance management policies.These measures are relatively strong.The practicability and operability have a good reference to the future development of A Bank Jilin Branch.The paper insists on problem-oriented and follows the research ideas of proposing a problem,analyzing the problem and solving the problem,and then proposes practical solutions.The optimized performance management policy in the paper will have a more positive effect on the rapid development of A Bank Jilin branch in the future,making the future development focus more prominent and the future strategic goals clearer.The problem analysis method and optimization suggestions have certain reference and guiding significance for the management of similar commercial banks.
