Problems And Countermeasures In The Construction Of Characteristic Towns In Sanhe Town Of Hefei City

In July 2016,the ministry,which is mainly based on the National Development and Reform Commission,issued a notice,and it is expected that 1,000 characteristic towns will be built around 2020.And then the policy documents on the construction of characteristic towns will also be introduced.In recent years,local governments at all levels have taken the construction of characteristic towns as an important breakthrough to further promote new urbanization and supply-side structural reforms,intensify efforts,and continuously achieve new results.In particular,Zhejiang and other places have carried out bold explorations and accumulated a lot of good experiences and good practices,which have positive demonstration significance for the construction of these towns across the nation.However,the characteristic towns have encountered a series of problems in the actual construction process.Sathe Town has built a characteristic town with its long history and culture and characteristic Huizhou architecture to promote the urbanization process.The purpose of this paper is to propose corresponding countermeasures and suggestions by understanding the problems encountered in the construction of the characteristic towns in Sanhe Town.It is emphasized that Sanhe Town should combine its own characteristic culture and advantages in the construction of characteristic towns,cultivate pillar industries,organize multi-agents of government,residents and other social organizations to participate in the construction of characteristic towns,and realize the healthy and sustainable development of the characteristic towns in Sanhe Town.This paper takes the actual situation of the construction of characteristic towns in Sanhe Town as the foothold,and through the field research,understands the basic situation of the construction of the characteristic towns in Sanhe Town,and analyzes the advantages and disadvantages.Using the theory of governance and the theory of collaborative governance,this paper analyzes the problems existing in the construction process of the characteristic towns in Sanhe Town.Starting from the multi-subject coordination,industrial planning,supporting service facilities and evaluation supervision,we will provide suggestions for the in-depth elevation of the construction of Sanhe Town.This paper is divided into six parts:first part is the introduction part,which clarifies the background and significance of the topic and the research content and method of this paper.It sorts out and summarizes related research at home and abroad,and points out the possible innovations and shortcomings of this paper.The second part is the concept definition and theoretical basis.It mainly reviews and sorts out related concepts and related theories involved in the writing process,so that the thesis has a certain theoretical basis.The second is the concept and theoretical.The concepts of the characteristic town and the characteristic small town are introduced,and the governance theory and collaborative governance theory related to this research are given.The third part is the current situation of the construction of the characteristic towns in Sanhe Town,the basic situation of Sanhe Town,the main measures of the construction of the characteristic towns in Sanhe Town and the achievements.The fourth part is to analyze the problems existing in the construction of characteristic towns in Sanhe Town,starting from the four dimensions of multi-subject coordination dilemma,industrial planning rationality,supporting service facilities and evaluation supervision mechanism.The fifth part is the recommendation for elevation the construction of characteristic towns in Sanhe Town.We will improve the four aspects of promoting the synergy between multi-agents,strengthening the rationality of industrial planning,overall planning,and improving the evaluation and supervision mechanism,so as to promote the sustainable development of the characteristic towns in Sanhe Town.The sixth part is the conclusion,which is a summary of the article.
