Research On The Evaluation And Promotion Strategy Of Regional Agricultural Cold Chain Logistics Development Efficiency

With the development of economy and society and the change of people's consumption concept,the demand for fresh agricultural products increases gradually.However,the development level of China's agricultural cold chain logistics is still lower than that of developed countries,and still can't meet the current market demand.In order to provide some reference and guidance for the development of China's agricultural cold chain logistics,this paper chose data envelopment analysis(DEA)to conduct comprehensive efficiency,pure technical efficiency,scale efficiency and Malmquist index analysis of agricultural cold chain logistics in 31 provinces of China,based on theoretical concept of agricultural cold chain logistics,the current research situation and the current development situation of agricultural cold chain logistics at home and abroad.The comprehensive efficiency analysis showed that the resource allocation of nine provincial regions,such as Beijing and Tianjin,were relatively reasonable from 2013 to 2017.However,the resource allocation of Gansu and Yunnan provinces were extremely unreasonable.Overall,two-thirds of provincial regions in China were in a weak or ineffective state of comprehensive efficiency in 2013-2017.Pure technical efficiency and scale efficiency further showed that the overall level of technology and management of agricultural cold chain logistics in China were relatively low,the management concept was relatively weak,and the scale structure was small and unreasonable.Malmquist index analysis showed that the cold chain logistics industry of agricultural products in eight provincial regions,such as Beijing and Tianjin,had been developing steadily in scale and technology,and resources have been allocated reasonably from 2013 to 2017.Among the other provinces,most provinces had more provincial areas with declining technical efficiency and scale efficiency,while the provincial areas with declining overall performance and pure technical efficiency were fewer.This showed that most provincial regions in China had not enough investment in technological innovation and industrial scale expansion,which leds to the decline of total factor productivity.Through the efficiency analysis of 31 provinces in China,the following suggestions were put forward:continue to improved infrastructure construction;sped up technological innovation,promoted the introduction of new cold chain technology and information technology,increased the training of cold chain logistics talents;increased the support of policy standards;established a new type of agricultural cooperatives and other mass organizations;promoted the development of the third party cold chain logistics and "Internet+agricultural products".Deepening the concept,adapting measures to local conditions,developing local characteristics and so on.Figure[3]table[12]reference[59]...
