Research On Supervision Problems And The Corresponding Countermeasures About The Construction Land In Fujian Province

In recent years,with the rapid development of economy,the land market of Fujian Province become more and more active,while the problem of illegal land occupation become prominent and the loose enforcement in land management still exists.Through supervising the development and utilization after land approval and supply and through detecting and correcting illegal activities in land use timely,the land utilization rate can be improved,the land resources would be made more reasonable and effective,the fine management can be regulated,and the maximization of value would be realized through the land conservation and intensive utilization.This article selects the construction land in Fujian Province as the research object,with a case study of Hui'an County.This investigation refers to some successful cases from both domestic and foreign literature materials and combines the current system arrangement and implementation effect of the current batch of Fujian Province.To begin with,it conducts field research in Hui'an county,analyzes the collected cases,and focuses on the existing problems of the construction land in Fujian Province:there is some land that is not available after approval;Joint-supervision system haven't been established;It is difficult to deal with the land illegal case;The terms of the contract are not perfect;The land assignee has no legal consciousness.Then,this investigation analyzes relevant causes:the biased role of government,the flawed regulatory system,incomplete land laws and regulations,the lack of universal land dissemination education.In the addition,the research puts forward optimization measures in order to solve supervising problems about the construction land in Fujian Province:defining the role of government,perfecting the design of supervising system,improving laws and regulations of land management,strengthening educational training for the land law.It hopes for offering a certain practical reference to the healthy development of the construction land supervision work.At the last,by further improving the supervision efficiency of construction land,the government's service function in safeguarding public interests can be better improved.It is of great significance to maintain the social integrity project and to show the credibility and the execution of the government.
