Government Research Of Xinbei District,Changzhou City About Promoting Menghe Characteristic Town Construction

Characteristic town is currently one hot topic,in the initial top design government documents of characteristic town,namly "Guidance of speeding up planning and construction of characteristic town",which was announced in April 2015 by Zhejiang provincial government,it is indicated that compared with downtown,characteristic town is developing platform with clear industry orientation,cultural connotation,tourism and residential functions.The concept of "characteristic town" is refreshing and distinctive,which is the most important and unique new concept of Zhejiang economy in 2015.Since Li Qiang,former party secretary of Zhejiang Province was appointed to be party secretary of Jiangsu Province,the characteristic down has been also constructed rapidly in Jiangsu Province.Davos,a small town in Switzerland,is famous for Dovos Summit,Zhejiang Fund Town and Wu Zhen are also well-known overseas.These are all typical example of characteristic town.The successful pilot projects of characteristic town in Zhejiang Province make the towns to be new carrier of urbanization and industrial transformation and upgrading in a short time,which are followed all across the country.But difference of urbanization level,industrial base,resources superiority in each town must be considered comprehensively in the construction of characteristic town.The author works in Menghe Town,which is the only Chinese historical and cultural town in Changzhou,Jiangsu Province.With good foundation,characteristic and industrial base,Menghe Town has the potential to be developed to a provincial or national characteristic town.As a member of work team,who applied the "Characteristic Town" for Menghe,in 2016 the author visited Shangcheng Yuhuangshan Fund Town,Yuhang Dream Town in Zhejiang Province,attended a nationwide training course with subject of "Planning and construction of characteristic town" in Hangzhou.The author also gained valuable experience of failure from its first time application of national characteristic town of Menghe.July 27th,2017,finally Menghe Town was listed by Chinese Ministry of Housing and Urban-Rural Development in the second batch of national characteristic town.People shall pay more attention to the current situation,advantage and disadvantage to find a practical way which is suitable to realistic condition of Menghe Town,make the town be worthy of the name "characteristic town".This article compares the construction mode between national and provincial level characteristic town,learns successful experience of characteristic town construction domestic and overseas,analyses the current construction situation of Menghe Town,points out problems and deficiencies,offers practical advices and solutions,refers to the construction standard of national characteristic town,will try to enlarge advantage and eliminate disadvantage of Menghe Town,develop Menghe Characteristic Town to be"more attractive for living,working and tourism" in a short time(3-5 years),make Menghe to be new economical developing platform of northwest area of Changzhou City.
